Financing challenges, including:• Insufficient availability and allocation of domestic (national andregional) resources as well as Official Development Aid (ODA) toprovide funds needed for climate risk management.Africa’s political leaders have expressed explicit commitments to addressingthese challenges for effective integration and implementationof adaptation strategies to climate change at regional and nationallevels. The eighth Ordinary Session of the African Union held inJanuary 2007, urged African States and regional economic communities(RECs), in collaboration with the private sector, civil society anddevelopment partners, to integrate climate change considerationsinto development strategies and programmes at national and regionallevels. In April 2007, the ECA Conference of African Ministersof Finance, Planning and Economic Development adopted a Resolutionengaging African Member States and development partners tosupport the implementation of the same plan.In consonance with these resolutions, ECA has partnered with AUCand AfDB to develop and implement, in collaboration with relevantregional and international institutions, a major Climate Informationfor Development in Africa (ClimDev Africa) programme, with a viewto promoting and supporting the integration of Climate Risk Management(CRM) into pertinent policy and decision processes throughoutthe continent.In addition, ClimDev-Africa aims to enhance economic growth andprogress towards the MDGs and sustainable development throughmitigating the vagaries of climate variability and climate change andensuring that development achievements already gained are climateresilient in the longer term. It is a three-phase programme that willbe spread over a period of 11 years.ClimDev-Africa is an integrated approach and collective action toaddress issues of climate-related data and observations, informationservices, policies and risk management practices. The expectedoutcome from the programme would include tangible results in theareas of policies, practices and services, as well as data and infrastructure.ClimDev-Africa is specifically designed for multi-donor engagement,and is predicated on and calls for major donor support222 Part Five
