negative impact of these crises and such institutional innovation alsoprovided for a more medium term approach to development.There have been other challenges as well. For instance, the positivegrowth in Africa since the turn of the new Millennium has notresulted in job creation just as domestic resources have not beensufficiently mobilized for the implementation of programmes andprojects to stem poverty. Similarly, aid flows from development partnersin support of the MDGs while substantially upscaled remain wellshort of commitments made.These challenges do point towards more systemic issues which needto be addressed in the run-up to 2015 and this is where the lessonslearnt from the implementation of NEPAD over the past ten yearswill come in useful. The extent of international support to successfulNEPAD programmes such as governance, agriculture and infrastructuresuch as the African Peer Review Mechnism (APRM), CAADP andthe Programme for Infrastructure in Africa (PIDA) shows that partnershipsremains key in the African development landscape.Similarly, NEPAD has played an important role in promoting regionalintegration by popularizing a regional and sub-regional approach toprogramming and project implementation. Through its major continentalframeworks and across a wide range of sectors, NEPAD hascreated an approach wherein projects have been prioritized basedon their readiness for implementation and degree of contribution toregional integration.In the same context, NEPAD has contributed to improved coherencein the various mechanisms and arrangements by which developmentpartners provide support to the African continent. In the case of theUnited Nations, the General Assembly in its Resolution 57/7 calledfor UN system organisations to align their activities in Africa with thepriorities of NEPAD, and urged the scaling up of resources for thispurpose.Notwithstanding these notable achievements, significant challengesremain. For instance, the momentum of international support forAfrica is not yet strong enough to be irreversible, and there are anumber of areas in which policy measures and practical actions areneeded to lend impetus to the implementation of NEPAD.
