the leadership of the continent through the mechanism of the AfricanUnion is constantly engaged in determined efforts to resolveconflicts and manage peace. The UN has also been actively involvedin initiatives to promote peace and security in Africa, which extendsbeyond peacekeeping. For instance, we are cooperating with theAfrican Union to move forward in areas such as mediation and goodoffices, training, desk-to-desk exchanges, conflict prevention and theAU Border Programme.However, we can all do more to ensure that African people are ableto live in peace, and given the right conditions, to secure their livelihoods.Moreover, all hands should be on deck to assist refugees andinternally displaced persons while peace-building efforts in countriesthat have overcome conflict and are actively engaged in reconstructionand development should continue to attract international support.In our efforts to achieve sustainable development in an environmentof peace and security, Africa must continue to pay attention to thepreservation of human rights. As committed members of the UnitedNations, we should remain faithful to the Universal Declarationon Human Rights, the sixtieth anniversary of which is being markedthis year. Also within the ambit of the Ten-Year Capacity BuildingProgramme, a regional consultation was held to discuss the operationalisationof specific elements of the cooperation between the AUand UN in the area of human rights, justice and reconciliation. Aparticular objective in this regard is to support African Union humanrights institutions in building their capacities.The United Nations has maintained its efforts to build coherence inits programmes undertaken in support of African development byrevitalising its Regional Consultation Meeting. This is a mechanismfor UN inter-agency collaboration to work closely with the AfricanUnion in implementing the Ten-Year Capacity Building Programme.By this means, we hope to support the efforts of the AU Commissionand regional economic communities in tackling challenges relatingto poverty, climate change, AIDS, industrialisation, trade, peace andsecurity, human rights and institution building.The 8th Regional Consultation Meeting took place in Addis Ababa inNovember 2007 and took far-reaching decisions on how to deepenIntegrating Africa29
