The people and communities that are vulnerable to climate changeshould be well informed. There is a need to improve the flow of informationabout those life and livelihood saving measures that canbe taken. Fully harnessing social networks will be critical for steppingup the flow of information. A stronger voice should be given tocommunities to speak out on how they are affected so as to bettermatch solutions with needs. Improving community participation indecision-making regarding adaptation needs and measures is a keycomponent and should receive priority attention.Africa, therefore, has very high stakes in effectively engaging withthe global community to ensure that the post-2012 climate changeregime recognises and addresses these features that distinguish thecontinent’s plight in the face of climate change.ECA fully recognises the challenges that Africa is confronted within responding to climate change and its burgeoning impacts. Chiefamong those are the continued enhancement of African negotiatingcapacity to enable the region to effectively engage in global climatechange negotiations; mustering political commitment; and spurringpolicy and institutional actions to enable African countries to mainstreamclimate-related concerns in the formulation and implementationof their development policies, strategies and plans.To help African countries address these challenges, ECA embarkedon a strong partnership with the African Union Commission and theAfrican Development Bank to develop and implement a comprehensiveClimate Information for Development Africa (ClimDev-Africa)Programme.In addition and in support to the ClimDev-Africa initiative, ECA establishedan African Climate Policy Centre (ACPC). In this connection,ECA and The Energy and Resources Institute (TERI) in India concludeda Memorandum of Understanding for collaboration on severalkey areas of work, including climate change. ACPC will strengthenAfrican countries’ capacity to participate more effectively in internationalclimate negotiations, and will also enhance the capacity ofAfrican countries to develop coherent policy frameworks for coordinatingadaptation and mitigation investment.226 Part Five
