The suspension of the Doha Round of trade negotiations is constrainingthe scope for trade to contribute to financing MDGs in Africa. Itherefore hope for the speedy resuscitation of the Doha Round oftrade negotiations and call on African negotiators to ensure that itsessential character as a development round is not diluted. It is in thiscontext that we should welcome the “aid-for-trade” initiative, whichaims to help developing countries overcome their trade-related challenges.I feel that if properly harnessed, this initiative has the possibilityof enhancing the contribution of trade to economic developmentin Africa.In the “Annual Report on the Work of the Commission for 2007” andfrom the “Proposed Programme of Work and Priorities for the Biennium2008-2009”, the structure of ECA has been redesigned to enablegreater coherence and better focus on its core activities. In particular,we have created two new sub-programmes: Sub-programme9 on Statistics and Sub-programme 10 on Social Development, toenhance our support to Member States in these areas. Statistics is asubject that requires our urgent attention. We need to commit theresources and scale up efforts to address the data problems in ourregion and your support is needed in the effort to improve statisticsand statistical capacity in Africa. The sub-programme on social developmentwill enable us to better address the second prong of ECA’smandate, which is “to promote the social and economic developmentof Africa”.We went even further and ensured that there are sections to addressissues relating to the MDGs and poverty analysis, developmentfinancing, industry, science and technology and the environment.Recognizing that success on the priorities of NEPAD is essential forprogress on the MDGs, we created a NEPAD Support Unit to coordinateour support to NEPAD and an APRM Support Unit, to providesimilar assistance to the African Peer Review Mechanism (APRM).Peer learning and knowledge sharing remain critical for success inour joint endeavour. ECA is therefore scaling up its peer learningand knowledge sharing initiatives. For example, consistent with therecommendation of the Cairo African Plenary on Poverty ReductionStrategies and the Millennium Declaration Goals, we are revitalisingthe African Learning Group on Poverty Reduction StrategyPapers (PRSP-LG), and expanding its warrant to include learning onIntegrating Africa13
