We havetherefore brought together under this cluster several such statements.In one of the statements represented here, the Executive Secretaryquotes Nelson Mandela, from the OAU Summit in 1994, in which therevered statesman called for an African Renaissance.“We know that we have it in ourselves, as Africans, to change allthis,” Mr. Mandela said, “We must assert our will to do so. We mustsay that there is no obstacle big enough to stop us from bringingabout an African renaissance”.Paraphrasing him, Mr. Janneh said of Africa, “We must re-assert ourwill to achieve the MDGs by the target date.”It is Africa’s special needs that must be addressed on the road toachieving those MDGs and sustainable development. In the statementsincluded here, the Executive Secretary covers a variety of issuesthat include climate change, gender, ICT, NEPAD, knowledge,youths and HIV & AIDS and reflects the gravity of the challenges, ashe calls on his audiences to understand their role and the urgency ofpushing for the achievement of set targets.These statements cover the spectrum of the work of the ECA in tacklingvarious general and specific development challenges, reversingthe marginalization of Africa in the globalization process, buildingstrong institutions and ensuring good governance, as well as sharingknowledge and best practices.Some of the addresses are powerfully cross-cutting, and somethemes recur frequently, such as gender equality. On the subject ofland, for instance, the Executive says in one address: “If women, whocomprise more than 50% of Africa’s population, lose out on development,African families lose, and indeed, the continent loses. In orderfor Africa to realize the full potential of all members of society, moremust be done to ensure that land policy reforms are accompanied bythe appropriate mechanisms that allow for the implementation oflaws and programmes to guarantee women’s rights to land.”212 Part Five
