tional Year of the Youth 2010-2011 and the AU youth plan for thedecade.In addition, the African Center for Gender and Social DevelopmentDivision at UNECA offers a platform for knowledge sharing, southsouthcooperation and sharing of best practice in youth development.One such best youth practice on Industrial Skills Development inGhana has been cited in our recently published Africa Youth Report2011.I am therefore confident that the deliberations on the critical roleof youth development at a national level, during this public lecturemeeting will play a key role in developing inclusive policies and ensuringyouth participation in the implementation of youth programmes.As I conclude, I would like to quote Kofi Annan, former SecretaryGeneral of the United Nations, address to the World Conference ofMinisters Responsible for Youth in Lisbon, 1998.No one is born a good citizen and no nation is born a democracy.Rather, both are processes that continue to evolve over a lifetime.Young people therefore must be included from birth. A society thatcuts itself off from its youth severs its lifeline; it is condemned tobleed to death’.We look forward to working with Ghana and other countries on implementingthe outcomes of the upcoming Heads of State Summitthis June among other youth initiatives.Integrating Africa307
