monitoring, and evaluation of national policy frameworks such asthe Poverty Reduction Strategies and progress towards the MillenniumDevelopment Goals. They, therefore, are part of the enablingenvironment for development.At the margins of the Banjul AU Summit, I held bilateral discussionswith the Chief Executives of NEPAD and some of the RECs on howto strengthen collaboration and partnership between ECA and theirrespective institutions. Subsequent to this meeting, a NEPAD delegation,led by the Deputy Chief Executive Officer, visited Addis Ababato discuss and prepare the framework for collaboration between NE-PAD and ECA, drawing on each institution’s comparative advantagein the implementation of the NEPAD agenda. A formal Memorandumof Understanding (MoU) between the two institutions is being drawnup for the signatures of the leadership of the two institutions. This isonly a beginning.In the case of SADC, our sub-regional office in Lusaka is preparing aproposal on a Cooperation Agreement, based on the outcomes ofyour Consultative Meeting in Windhoek, and the Integrated Committeeof Ministers Meeting in Johannesburg in 2006 . The Agreementwill specify areas for cooperation, incorporating regional integration,capacity building and human resources development, aswell as resource mobilisation for regional multi-sectoral projects andprogrammes.The modalities for developing the collaboration will include joint missions,dialogue, research, training initiatives and joint mobilisation ofresources for programmes in SADC Member States. I have agreedwith the Executive Secretary of SADC to send a delegation of seniorECA officials immediately after this Summit, to the SADC Secretariatto discuss the operationalization and finalization of this agreement,which could form the basis for a Memorandum of Understanding betweenour two institutions.In this context, I would like to appeal for an enhanced participationand leadership of SADC in the deliberations of ECA’s IntergovernmentalCommittee of Experts, which, as you know, is drawn fromyour various government institutions. We should exploit this forumfully as an instrument for policy dialogue in defining the prioritiesand needs of the subregion.84 Part Two
