Enhancing Food Security <strong>and</strong> Physical Activity <strong>for</strong> Māori, Pacific <strong>and</strong> Low-income PeoplesIt is recommended that:• where strategic development of capacity building <strong>for</strong> culturally-specific <strong>physical</strong><strong>activity</strong> programmes should be located within government is identified <strong>and</strong>adequately funded• funding <strong>for</strong> culturally-specific <strong>physical</strong> <strong>activity</strong> programmes explicitly includesstated capacity development elements, with subsequent evaluation• a proportion of funding of <strong>physical</strong> <strong>activity</strong> programmes delivered in communitysettings be ring-fenced <strong>for</strong> capacity building• existing culturally-specific <strong>physical</strong> <strong>activity</strong> programmes are evaluated <strong>for</strong>capacity development• a community development model of capacity building is used that takes intoconsideration the Treaty principles <strong>and</strong> a by Māori <strong>for</strong> Māori or by Pacific <strong>for</strong>Pacific delivery approach• suitable expertise to facilitate mentoring strategies is sourced <strong>and</strong> funded• education <strong>and</strong> training <strong>for</strong> those delivering programmes is undertaken, ideallylinked with qualifications <strong>and</strong> a career pathway, which is extended into thecommunity, particularly to the voluntary work<strong>for</strong>ce• impact evaluation of capacity building programmes will need to be built in tofurther refine this work over time• champions <strong>and</strong> leadership actions continue to be developed with Māori <strong>and</strong>Pacific representation on advisory boards <strong>and</strong> governing bodies where fundingpriorities are determined. This should include all areas where capacitydevelopment funding is available.Problem DefinitionPhysical <strong>activity</strong> has been shown to be associated with numerous <strong>physical</strong> <strong>and</strong> mentalhealth benefits, 1-3 including assisting with weight management <strong>and</strong> weight reduction. 4 5The importance of <strong>physical</strong> <strong>activity</strong> <strong>for</strong> Māori <strong>and</strong> Pacific was discussed at two huiconducted by the ENHANCE team. Māori <strong>and</strong> Pacific representatives were invited todiscuss the topic of ’provision of culturally-specific <strong>physical</strong> <strong>activity</strong> programmes’.Building capacity <strong>for</strong> Māori <strong>and</strong> Pacific was consistently highlighted in the hui as animportant step in the development of culturally-specific <strong>physical</strong> <strong>activity</strong> programmes.Given the broad scope of this topic, this chapter will define capacity building <strong>and</strong> provideexamples of capacity building from successful international <strong>and</strong> national initiatives. Todo this, we conducted a review of international literature pertaining to developingcapacity, an environmental scan of the New Zeal<strong>and</strong> literature, <strong>and</strong> key in<strong>for</strong>mantinterviews to one, identify <strong>and</strong> summarise the key components of successful capacitybuilding; <strong>and</strong> two, to provide recommendations <strong>for</strong> future work.The first part of the chapter presents findings from the international literature related tobuilding capacity. In this section, we primarily focus on reviews <strong>and</strong> include capacitybuilding literature from different topic areas. The next section presents the findings fromthe environmental scan of New Zeal<strong>and</strong> literature pertaining to programmes or initiativesthat have detailed components of capacity development. Each of these initiatives ispresented separately with an outline of the capacity development aspects provided. Nextwe summarise findings from key in<strong>for</strong>mant interviews. The overall findings aresummarised be<strong>for</strong>e key recommendations are provided.150
