7Regulatory Agencies andProceduresThe regulation that covers satellite communication networks occurs on threelevels: international, regional, and national. The interaction among the threeregulatory levels is briefly discussed in this chapter.7.1 INTERNATIONAL REGULATIONSThe reader might query the purpose and need for international regulations.This emerges as the international community realizes that the radiofrequencyspectrum and the geostationary satellite orbit are two finite natural resourcesavailable to humans. Each of these resources has the unique property of beingconserved if it is used properly and wasted if it is not used properly.
