The national or regional spectrum management body should therefore administerday-to-day spectrum applications originating from the public and governmentalsectors. In some instances, the flow of activities concerned with theapproval, licensing, spectrum allocation, and international coordination ofcommercial and military satellite systems may be handled by different sectionsof the national or regional body according to the requirements and resources ofthe country concerned.7.3 SUMMARYThe regulation that covers satellite networks occurs on three levels: international,regional, and national. The underlying principle on which the effectivenessof the international and regional regulations is based is the voluntaryundertaking by the governments that signed the regulations to comply withthem and ensure international and regional cooperation. The regulatory bodiesformed by these governments have the legislative power, within their jurisdiction,to ensure and enforce an orderly distribution of frequency spectrum incompliance with the treaties acceded to and ensuring no interference in thespectrum assigned to the operator(s).
