7.1.3 IFRBThe International Frequency Registration Board (IFRB) is a collegiate bodythat possesses through its members a thorough knowledge <strong>of</strong> radiocommunications<strong>and</strong> the problems <strong>of</strong> their use in various regions throughout the world.The board members are supposed to be custodians <strong>of</strong> an international publictrust. Its composition <strong>and</strong> duties are defined in Articles 10 <strong>and</strong> 57 <strong>of</strong> thePlenipotentiary Conference <strong>of</strong> 1947. Although IFRB’s composition, duties,<strong>and</strong> working methods have undergone some changes since then, its essentialduties can be summarized as follows:I. To effect an orderly recording <strong>of</strong> frequency assignments made bydifferent countriesII. To effect an orderly recording <strong>of</strong> the orbital positions assigned bycountries to geostationary satellitesIII. To advise countries on efficient utilization <strong>of</strong> the spectrum <strong>and</strong>geostationary satellite orbitIV. To follow the procedures laid down in the Radio Regulations or byAdministrative ConferencesV. To provide technical assistance in organizing <strong>and</strong> preparing forradio conferences in consultation with other permanent organs <strong>of</strong>ITU, <strong>and</strong> to assist developing countries in their preparations forsuch conferencesVI. To maintain the records essential for the performance <strong>of</strong> itsdutiesThe Board’s duty is to examine all frequency assignment notices submitted toit by administrations, <strong>and</strong> formulate in respect <strong>of</strong> each notice what the RadioRegulations term a finding. Each finding is a statement <strong>of</strong> a juridical naturebased on regulatory <strong>and</strong> technical grounds. It results in a decision either torecord an assignment in the Master International Frequency Register (MIRF)in accordance with the Radio Regulations or to return the notice to thenotifying administration because <strong>of</strong> its nonconformity with one or morerelevant provisions. Once the assignment is entered in the MIRF, it hasinternational recognition <strong>and</strong> certain legitimacy. The procedures governingnotification <strong>and</strong> registration <strong>of</strong> frequency assignments in the MIRF may bebroadly subdivided into the areas <strong>of</strong> coordination, notification, examination,<strong>and</strong> registration.Copyright © 2002 by Marcel Dekker, Inc.
