In HRH management functions, at the entity level, there is emphasis on defininglines of authority, duties and responsibilities and job descriptions. Although areas assalaries and incentives schemes and performance-based evaluation are reflected inmost responses, it varies widely from one sector to another. It was repeatedly stated<strong>by</strong> respondents about need for standardization of current policies and regulationswithin different sectors related to HRH management practices. Career pathdevelopment and continuous professional developments are areas which need to beaddressed urgently.6.6 Stakeholders in HRHIn addition to MOH, HRH governance functions in Jordan are performed <strong>by</strong> multiplepublic, semipublic, private and NGO's. Though MOH is the main player in theJordanian healthcare system, understanding the governance functions of otherorganizations and authorities is of prime importance for the assessment of HRHgovernance. Some Ministries and organizations from outside of the health sector asthe Parliament, the Cabinet, Ministry of Finance, Ministry of High Education andMinistry of Planning and International Cooperation perform important governancefunctions (i.e. legislative, regulatory, and financing) that have direct impact on theperformance of the HRH in Jordan. Box 6.1 shows most of HRH related Laws and<strong>by</strong>-laws that govern HRH in Jordan and specify the role of different stakeholders inHRH.Below are the main health governance stakeholders and the main governancefunctions for each:1- The Parliamenta) HRH Legislation.b) Monitoring health policy implementation.2- The Cabinet (Council of Ministers)a) Proposing and initiating HRH laws and <strong>by</strong>-laws (through LegislativeBureau .)b) Enforcing regulations and monitoring performance of the health sector.c) Providing broad policy and strategic directions.d) Approval of senior position assignments in the MOH (i.e. undersecretary).e) Defining the terms and conditions of public sector employment and therelationship between central and local governments and providers ofhealth services.3- Ministry of <strong>Health</strong>a) Developing HRH policies and strategies with cooperation of the High<strong>Health</strong> Council.72
