Governance for HRH· A long-range plan for human resources should be developed that coversnumbers of staff needed to provide good quality services, human resourcedevelopment (training), and management activities to provide a cohesive andprogressive program for human resources.· The job classification system should be used as a basis for other humanresource management functions (e.g. job descriptions, hiring, salary andbenefits).· Decentralization of authority to hospital and directorate managers andensuring accountability.· Overlapping and duplication of governance functions within some healthorganizations should be minimized.78
· A national program for capacity building of managerial skills in MOH andprofessional associations to manage and monitor adherence with health lawsand regulations is highly needed.· Special programs are needed to produce summary analyses of HRHdatabase that can be easily read, understood and used by decision makers.· HRH research should be institutionalized and performed on regular basis.79
