Affordable<br />

Housing Affordability Index: An<br />

indicator of the proportion of<br />

the population that can afford<br />

to buy the average home sold<br />

during the current period. The<br />

intent is to measure the ability<br />

of area residents to buy homes<br />

in the area. A typical index<br />

compares median income to<br />

the income required by lenders<br />

for a loan large enough to buy a<br />

median-priced home.<br />

term applied to public- and private-sector<br />

efforts to help lowand<br />

moderate-income people<br />

for rent set within the reach of<br />

and/or housing for sale on a<br />

shared ownership basis (predominantly<br />

specifies affordable<br />

as meaning available at a<br />

mortgage payment or rental<br />

of no more than 25 percent of<br />

the starting salary of a local<br />

relating it to an income level.<br />

The income level at which affordability<br />

becomes an issue depends<br />

on local circumstances. Sir Peter<br />

Hall (2001) reported that the<br />

highly prosperous ski resort<br />

and conference town, Aspen,<br />

Colorado, decided that it needed<br />

to build affordable housing for<br />

doctors and lawyers. Providing<br />

affordable housing is often set as<br />

a planning obligation.<br />
