population of the country (see Task sheet 1).<br />

Task sheet 2: Council of Europe Recommendation 1134 (1990) on the rights of minorities<br />

Tips and potential difficulties<br />

1. The issue of “minorities” should be treated skilfully as it is a very sensitive area, emotional <strong>for</strong> many.<br />

2. During discussions teachers must set clear rules to prevent any outburst of racist and insulting comments.<br />

If this happens the teacher must intervene immediately and explain the reasons <strong>for</strong> the intervention.<br />
