Josef Huber works in the Education Department, Directorate of<br />

Democratic Citizenship and Participation of the Council of Europe,<br />

where he is currently responsible <strong>for</strong> the Pestalozzi Programme,<br />

the Council of Europe programme <strong>for</strong> the training of education<br />

professionals and <strong>for</strong> activities in the field of media and in<strong>for</strong>mation<br />

literacy. Until July 2006, he was involved in the Council of Europe’s<br />

Higher Education and Research Division and was responsible <strong>for</strong><br />

the organisation of two Higher Education <strong>for</strong>a on higher education<br />

governance (2005) and on the responsibility of higher education <strong>for</strong><br />

a democratic culture (2006), and he was co-editor of the ensuing<br />

publications. From 1998 to 2004, as Head of Programmes and Deputy<br />

Executive Director of the European Centre <strong>for</strong> Modern Languages,<br />

he was responsible <strong>for</strong> the latter’s programme of activities and<br />

research and development projects as well as its publications series<br />

on language learning and teaching, intercultural communication<br />

and language education policy. He was involved in language education policy development by the Austrian<br />

Ministry of Education between 1992 and 1998 and prior to this was a language teacher in schools and at<br />

universities in Austria and abroad.<br />

Pascale Mompoint-Gaillard – France<br />

Social psychologist, trainer, consultant<br />

Pascale Mompoint-Gaillard has worked in the field of intercultural<br />

communication, education and leadership training <strong>for</strong> the past<br />

25 years. Her professional activities in France and the USA have<br />

been geared towards community leadership training and capacity<br />

building mostly in education and literacy projects, giving voice to<br />

marginalised communities so they can organise and have their dignity<br />

restored through active democratic participation. Since 2006, she<br />

has been involved in international teacher education programmes<br />

and consultancies on educational issues related to living together<br />

in mutual understanding and promoting education <strong>for</strong> <strong>democracy</strong>.<br />

Presently Director of Studies <strong>for</strong> the Pestalozzi Programme, she is<br />

involved in diverse projects and works with the Council of Europe,<br />

the European Wergeland Centre and the Anna Lindh Foundation, to<br />

name a few. She lectures in universities as well as in national training<br />

institutions <strong>for</strong> teachers and social workers.<br />
