Floods in 2014 and collective action, the conclusions and recommendations<br />

of the Regional Conference on floods in South East Europe<br />

Apstract:<br />

Regional conference titled "Floods in Southeast Europe - lessons learned and next steps" was<br />

held in Sarajevo from 5 to 6 November 2014. The conference was organized by the Ministry<br />

of Security of Bosnia and Herzegovina in cooperation with the OSCE Mission in Sarajevo<br />

and the Center for Security Cooperation Racviac from Zagreb. The conference was attended<br />

by representatives of state and entity institutions and organizations of importance for<br />

protection and rescue, representatives of Entity Civil Protection, the Department of Public<br />

Safety Brcko District, significant authorities in the field of protection and rescue of Republic<br />

of Slovenia, Croatia, Serbia, Macedonia, Romania, Albania, Turkey and Montenegro, as well<br />

as representatives of international organizations - OSCE, UNDP, UNICEF, WMO and ECHO<br />

(Organisation European Commission Humanitarian Aid and Civil Protection).<br />

We are aware of the causes and consequences of floods in 2014 and the importance of taking<br />

joint action, representatives of relevant institutions, units of local government, academia, from<br />

different sectors of importance for flood and international organizations, who participated in a<br />

conference on floods, agree that the Conference on this topic completely justified its<br />

organization, through specific presentations and discussions.<br />

Measures and actions of institutions, agencies and organizations that submitted<br />

recommendations by the end of November 2014, are presented in the format of 5<br />

intergovernmental and regional measures for prevention and preparedness.<br />

The European Union has adopted a number of binding agreements, conventions and<br />

regulations for its members, which are applying them in their own countries, harmonize and<br />

improve the legal, organizational and management framework, which is related to the water<br />

sector and water legislation. Bosnia and Herzegovina are currently the only country in the<br />

region (excluding the Kosovo) that has not yet fulfilled the requirements for candidacy for<br />

membership of the EU.<br />

Thus we are deprived of many rights and opportunities, including the one related to the use of<br />

funds from the EU "Solidarity Fund".<br />
