NOMOTEHNIKE PRETPOSTAVKE ZA IZRADU PROPISA DE LEGE FERENDA
(Sažetak)
Prirodne katastrofe postoje oduvijek i ovjek se od davnina morao boriti protiv njihovih
posljedica, a vremenom sve organiziranije pri emu se donose i pravni propisi u tu svrhu.
Prvi dio rada obrauje pravne propise relevantne za hrvatske prostore tokom 18. i 19. stoljea
koji posebno ureuju zdravstvenu zaštitu, vatrogastvo i redarstvo.
Prirodne nepogode ne prestaju, ali se mogu, barem preventivno djelovati na njihove,
esto, nepopravljive posljedice. Pored drugih znanosti, pravna znanost o stvaranju novih
propisa (nomotehnika) u tome može pomoi.
U drugom dijelu radu govori se o nomotehnikim (objektivnim i subjektivnim)
pretpostavkama za znanstveno stvaranje propisa u odnosima i sustavu civilne zaštite.

(Summary)
Natural disasters exist since ever and mankind always had to struggle against their
consequences. Mankind do it more organised with passage of time including establishing of
legal regulation for that purpose. First part of this article analyses legal acts relevant for
Croatian territories during 18 th and 19 th century that particularly regulate health care,
firefighting and public order service.
Natural disasters never stop, but preventive actions at least can be done against their,
usually irremediable consequences. Besides other sciences, legal science upon making new
legal acts (nomotechnic) can be useful for that purpose.
Second part of this article relates with nomotechnical (objective and subjective)
presumptions for scientifically creation of legal rules in conditions and system of civil
protection.
