Chapter 3 is broken up into two sections: Overall Recommendations, and Project Area Recommendations. Although both of these sections outline the goals and implementation steps of the Design Guidelines, the Overall Recommendations focus on the ‘big picture’ ideas and processes that will further enhancement of Milliken’s downtown spaces, while the different Project Area Recommendations each focus on a particular location within the downtown that was designed during the Design Guidelines process. • Not specific to a particular area within the downtown core • Not necessarily tied to physical improvements (built projects) • Recommendation budgets are grounded more heavily in Staff and administration costs • Overall recommendations are not ranked – all are assumed to be ‘first priorities’ for implementation of the Design Guidelines • Specific to particular areas within the downtown core • Related to design recommendations for physical improvements (built projects) • Recommendations have established preliminary construction budgets grounded in the costs of building preferred improvements • Project area recommendations are ranked in order of importance 2
The Overall Recommendations propose goals and actions that affect the entire downtown project area, and are not necessarily tied to physical improvements. In contrast, the Project Area Recommendations are location-specific designs whose implementation is based on constructing preferred improvements to different locations within the downtown core.
