Existing Conditions Broad Street – Transition Zone Broad Street - Transition Zone Broad Street’s Transition Zone begins at the western edge of the project area, at Windmill Gateway. At the intersection of Broad Street (Highway 60) and Highway 257, a traffic signal regulates the flow of auto travel, and several left and right turn lanes temporarily expand the right-of-way. There are no sidewalks at the intersection, but the crosswalks are marked. Heading east after the intersection, the roadway narrows back to two travel lanes with a gravel shoulder. To the south, a detached multi-use trail winds through a turf/native green space. A large concrete block fence divides the green space and trail from adjacent residential homes. There is a narrower open green shoulder on the north side of the street, which slopes down to a wooden privacy fence. There is no pathway on the north side of the street. The Great Western Railway roughly parallels the roadway to the north. Land Use There are residential uses north and south of the street, but each are screened from Broad Street with privacy fences. There is a small area on the southern edge of the roadway where residential homes are not screened. Architecture A concrete block fence is located along the southern edge of the street, and a wooden privacy fence stretches along a portion of the northern boundary of the Transition Zone. Pedestrian Amenities Along the southern edge of the street, a detached multi-use pathway provides a route for walkers and bicyclists (trail ends east of Windmill Park). Lighting Pedestrian-scaled pole lights are equally spaced along both sides of Broad Street in the Transition Zone. Removable banners are attached to the pole lights. Signage/Wayfinding At either end of the Transition Zone, there is signage announcing entrance into downtown <strong>Milliken</strong>. At Windmill Gateway, the signage is constructed of a stucco-type material, with painted lettering and graphics. At the eastern edge of the Transition Zone, there is a wooden ‘<strong>Milliken</strong>’ sign. No wayfinding signage exists in the downtown View west from the multi-use trail along the Broad Street Transition Zone’s southern edge Engineering Features A channelized concrete drainage ditch stretches for several hundred feet along the southern edge of the roadway. Along the roadway’s northern edge, the Hillside Lateral ditch crosses under the railroad tracks and proceeds to the east. Landscape/Open Space There is maintained turf/native grass along both edges of Broad Street through the Transition Zone. Ornamental plantings have been installed at Windmill Gateway.
