Chapter 3: Recommendations<br />
Goal 1: Enhance<br />
Millken’s existing assets are the foundation on which<br />
growth and redevelopment can occur. Today, there<br />
are physical places in the downtown that evoke a<br />
sense of history, community and place, and there<br />
are people and resources already working to ensure<br />
<strong>Milliken</strong>’s economic, political and cultural success. In<br />
order to respect completed and on-going efforts,<br />
these first goals build on what exists in the <strong>Milliken</strong><br />
community, ensuring past successes grow and<br />
continue.<br />
Action 1: Plan for Long-Term Investment<br />
in the Downtown Public Spaces<br />
In order to make the <strong>Design</strong> <strong>Guidelines</strong> successful, it<br />
will be important to set aside funding and resources<br />
to make investments in the physical places of<br />
downtown <strong>Milliken</strong>.<br />
Step 1.1<br />
Create a Downtown Steering Committee (DSC).<br />
Building on the work of the Steering Committee<br />
members who participated in the <strong>Design</strong> <strong>Guidelines</strong><br />
process, bring together a group comprised of <strong>Milliken</strong><br />
Staff, property/business owners, elected/appointed<br />
officials and special interest representatives for the<br />
explicit purpose of upholding, reviewing and<br />
advocating for the Downtown <strong>Design</strong> <strong>Guidelines</strong>.<br />
This group should meet quarterly to track progress of<br />
the <strong>Design</strong> <strong>Guidelines</strong> implementation plan, make<br />
adjustments to goals and priorities as needed, and<br />
advocate for the <strong>Design</strong> <strong>Guidelines</strong> to Town Trustees<br />
and Planning Commission members.<br />
Responsibility:<br />
• <strong>Milliken</strong> Staff (to organize and facilitate the<br />
meetings, solicit the Steering Committee members,<br />
and distribute meeting notes and action items from<br />
quarterly meetings, and report to the Town Trustees<br />
and Planning Commission members)<br />
• <strong>Milliken</strong> Stakeholders/Advocates (to serve on the<br />
Steering Committee)<br />
Resources Needed:<br />
• Staff Time (estimated 24-32 hours a quarter)<br />
• Meeting Space<br />
• Meeting Notes from Quarterly Meetings (including<br />
action items and responsible persons for each<br />
action item – should be completed by Secretary of<br />
the Steering Committee)<br />
Step 1.2<br />
Review the existing Capital Improvement Plan to<br />
determine which downtown projects have existing<br />
funding sources, and what additional funding sources<br />
are needed to achieve aggressive implementation of<br />
downtown improvements. Begin with the financing<br />
recommendations set forth in the <strong>Design</strong> <strong>Guidelines</strong>,<br />
but commit to a higher level of funding for a limited<br />
time period (3 to 5 years).<br />
