Overall Recommendations
Enhance – Distinguish - Sustain
Chapter 3: Recommendations
Goal 1: Enhance
Millken’s existing assets are the foundation on which
growth and redevelopment can occur. Today, there
are physical places in the downtown that evoke a
sense of history, community and place, and there
are people and resources already working to ensure
Milliken’s economic, political and cultural success. In
order to respect completed and on-going efforts,
these first goals build on what exists in the Milliken
community, ensuring past successes grow and
continue.
Action 1: Plan for Long-Term Investment
in the Downtown Public Spaces
In order to make the Design Guidelines successful, it
will be important to set aside funding and resources
to make investments in the physical places of
downtown Milliken.
Step 1.1
Create a Downtown Steering Committee (DSC).
Building on the work of the Steering Committee
members who participated in the Design Guidelines
process, bring together a group comprised of Milliken
Staff, property/business owners, elected/appointed
officials and special interest representatives for the
explicit purpose of upholding, reviewing and
advocating for the Downtown Design Guidelines.
This group should meet quarterly to track progress of
the Design Guidelines implementation plan, make
adjustments to goals and priorities as needed, and
advocate for the Design Guidelines to Town Trustees
and Planning Commission members.
Responsibility:
• Milliken Staff (to organize and facilitate the
meetings, solicit the Steering Committee members,
and distribute meeting notes and action items from
quarterly meetings, and report to the Town Trustees
and Planning Commission members)
• Milliken Stakeholders/Advocates (to serve on the
Steering Committee)
Resources Needed:
• Staff Time (estimated 24-32 hours a quarter)
• Meeting Space
• Meeting Notes from Quarterly Meetings (including
action items and responsible persons for each
action item – should be completed by Secretary of
the Steering Committee)
Step 1.2
Review the existing Capital Improvement Plan to
determine which downtown projects have existing
funding sources, and what additional funding sources
are needed to achieve aggressive implementation of
downtown improvements. Begin with the financing
recommendations set forth in the Design Guidelines,
but commit to a higher level of funding for a limited
time period (3 to 5 years).
