Steering Committee
• Town Trustees and Planning Commission
Members
Resources Needed:
• Staff/Steering Committee Time (to meet
quarterly to review the Design Guidelines
implementation plan and to create annual
recommendations to Town Trustees and Planning
Commission members)
Action 2: Promote and Support the
Downtown Façade Enhancement
Program
Begun and approved during the Design Guidelines
planning process, the downtown façade
enhancement program provides an important
resource for property owners to beautify and
improve their buildings. The appearance of the
properties within downtown Milliken has a
tremendous impact on its overall look, feel and
sense of place, and partnering with property owners
helps support the overall redevelopment of
downtown.
Step 2.1
Continue to set aside matching funds for the Façade
Enhancement Program. In order to give the program
time to succeed, ensure a 3-year initial funding
lifespan.
Responsibility:
• Milliken Staff
• Town Trustees and Planning Commission
Members
Step 2.2
Dedicate Staff time to support the Façade
Enhancement Program. The dedicated staff member
will promote the program among the downtown
property owners, and be a resource for those
interested in the program (to help explain the
process and provide assistance as needed). The
Staff member will have the following
responsibilities:
• Create a brochure advertising the program
(electronic and paper) and distribute the paper
brochure to downtown property owners and
businesses. Discuss the process of the program,
and indicate the availability of help/support, as
needed.
• Create a written description of the program to be
displayed on the Town of Milliken website.
• Be responsible for ‘before and after’ photography
of the participating properties.
• Collect qualitative and quantitative data tracking
the impacts of façade improvements on the
success of the property.
• Act as a resource for interested property owners
as they inquire about/participate in the program.
• Create a yearly report regarding the success of
the program, and present the report annually to
Town Trustees and Planning Commission
members.
Chapter 3: Recommendations
