Action 2: Promote and Support the<br />

Downtown Façade Enhancement<br />

Program<br />

Begun and approved during the <strong>Design</strong> <strong>Guidelines</strong><br />

planning process, the downtown façade<br />

enhancement program provides an important<br />

resource for property owners to beautify and<br />

improve their buildings. The appearance of the<br />

properties within downtown <strong>Milliken</strong> has a<br />

tremendous impact on its overall look, feel and<br />

sense of place, and partnering with property owners<br />

helps support the overall redevelopment of<br />

downtown.<br />

Step 2.1<br />

Continue to set aside matching funds for the Façade<br />

Enhancement Program. In order to give the program<br />

time to succeed, ensure a 3-year initial funding<br />

lifespan.<br />

Step 2.2<br />

Dedicate Staff time to support the Façade<br />

Enhancement Program. The dedicated staff member<br />

will promote the program among the downtown<br />

property owners, and be a resource for those<br />

interested in the program (to help explain the<br />

process and provide assistance as needed). The<br />

Staff member will have the following<br />

responsibilities:<br />

• Create a brochure advertising the program<br />

(electronic and paper) and distribute the paper<br />

brochure to downtown property owners and<br />

businesses. Discuss the process of the program,<br />

and indicate the availability of help/support, as<br />

needed.<br />

• Create a written description of the program to be<br />

displayed on the Town of <strong>Milliken</strong> website.<br />

• Be responsible for ‘before and after’ photography<br />

of the participating properties.<br />

• Collect qualitative and quantitative data tracking<br />

the impacts of façade improvements on the<br />

success of the property.<br />

• Act as a resource for interested property owners<br />

as they inquire about/participate in the program.<br />

• Create a yearly report regarding the success of<br />

the program, and present the report annually to<br />

Town Trustees and Planning Commission<br />

members.<br />
