1 Background<br />
The risk of flood<strong>in</strong>g <strong>in</strong> <strong>London</strong> <strong>in</strong>creases<br />
year on year, with more frequent and<br />
<strong>in</strong>tense storms and significant quantities<br />
of surface water runoff. (This is the<br />
movement of ra<strong>in</strong>water over the surfaces<br />
of the city, <strong>in</strong>clud<strong>in</strong>g the ground, streets,<br />
footways and roofs.)<br />
<strong>London</strong>’s exist<strong>in</strong>g network of sewers and<br />
dra<strong>in</strong>s is at or near capacity <strong>in</strong> many areas and<br />
the issue is exacerbated by a rapidly <strong>in</strong>creas<strong>in</strong>g<br />
population. This has already exceeded<br />
<strong>London</strong>'s previous peak and is reflected <strong>in</strong><br />
the scale of development <strong>in</strong> the city.<br />

Susta<strong>in</strong>able dra<strong>in</strong>age systems (<strong>SuDS</strong>) can<br />
help address flood<strong>in</strong>g risks by manag<strong>in</strong>g<br />
surface water runoff <strong>in</strong> a way that mimics<br />
natural processes, slow<strong>in</strong>g down the<br />
runoff rate while provid<strong>in</strong>g wider benefits,<br />
such as public realm improvements. This is<br />
consistent with TfL's overarch<strong>in</strong>g 'Healthy<br />
Streets' programme.<br />
This guidance seeks to show how <strong>SuDS</strong><br />
can be <strong>in</strong>corporated <strong>in</strong>to <strong>London</strong>’s streets<br />
and wider public realm. It highlights potential<br />
opportunities and constra<strong>in</strong>ts and aims to<br />
encourage the relevant authorities across<br />
<strong>London</strong> to consider their streetscape and the<br />
possibilities of successfully <strong>in</strong>tegrat<strong>in</strong>g <strong>SuDS</strong>.<br />
