for these network connections. The design is filed in the<br />

WINMAN system. The required resources are reserved for the<br />

timeslots in which the ICS will be operational. The ICS state<br />

becomes reserved.<br />

3. Implement the ICS. This step describes the WINMAN system<br />

responsibilities for the implementation <strong>of</strong> the network connections.<br />

The implementation starts when the ICS is at the point <strong>of</strong><br />

becoming operational (scheduling). Then the WINMAN system<br />

allocates the required network resources <strong>and</strong> changes their usage<br />

state from idle to active or busy. So far, the managed network has<br />

not been involved in the implementation. Then, the WINMAN<br />

system allocates the physical resources in the managed network<br />

through the IP or WDM EMSs. Subsequently, the parameters <strong>of</strong><br />

the network resources are provisioned, <strong>and</strong> the network connection<br />

is set up <strong>and</strong> tested. The ICS state becomes implemented.<br />

4. Activate the ICS. This step describes the WINMAN system responsibilities<br />

for the activation <strong>of</strong> the ICS. This step involves the interaction<br />

<strong>of</strong> the WINMAN system with the managed network, which<br />

leads to the operational state <strong>of</strong> the ICS. The ICS state becomes<br />

operational.
