I. REGULATORY CONTROL FUNCTION BLOCKS

substituted for the current tuning parameters for any changed function block. The
saved tuning parameters take precedence over the constants upon offline
downloading to an FCS, while the constants take precedence over the unsaved
tuning parameters upon initial offline downloading to an FCS.
