The 4th World Water Forum (Mexico, March 2006) was <strong>the</strong> first world forum <strong>to</strong> fully debate <strong>the</strong> issue<br />

of <strong>the</strong> <strong>right</strong> <strong>to</strong> Water 149 . These debates made it possible <strong>to</strong> clarify <strong>the</strong> def<strong>in</strong>ition of <strong>the</strong> <strong>right</strong> <strong>to</strong> Water <strong>and</strong><br />

clarify some misunderst<strong>and</strong><strong>in</strong>gs. The Mexico WWF made considerable headway on <strong>the</strong> <strong>right</strong> <strong>to</strong> Water by<br />

rais<strong>in</strong>g <strong>the</strong> awareness <strong>to</strong> what <strong>the</strong> concept really <strong>in</strong>volves. Discussions were particularly focused thanks<br />

<strong>to</strong> a committed civil society. The M<strong>in</strong>isterial Declaration still made no mention of <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong>, even<br />

if 4 States (Cuba, Bolivia, Venezuela <strong>and</strong> Uruguay). These four same States, besides approv<strong>in</strong>g <strong>the</strong> f<strong>in</strong>al<br />

M<strong>in</strong>isterial Declaration with a few reservations, adopted two annexed declarations, which clearly mention<br />

that <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> is a basic <strong>human</strong> <strong>right</strong>.<br />

The Mediterranean Bar Association of Lawyers held a conference on “The Right <strong>to</strong> Water <strong>and</strong><br />

Water Law” (23 <strong>and</strong> 24 March 2007, Marrakech) which was ga<strong>the</strong>red <strong>to</strong>ge<strong>the</strong>r lawyers, eng<strong>in</strong>eers, architects<br />

<strong>and</strong> politicians from Morocco, Tunisia, Algeria, Italy, Spa<strong>in</strong> <strong>and</strong> France. They proposed <strong>the</strong> draw<strong>in</strong>g<br />

up of a Mediterranean Convention that would assert <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> for all. In addition <strong>to</strong> <strong>the</strong> Convention,<br />

<strong>the</strong>re was a proposal <strong>to</strong> create a website dedicated <strong>to</strong> <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>and</strong> <strong>water</strong> law <strong>and</strong> it was decided<br />

that each member of <strong>the</strong> Mediterranean Bar would organise a conference on <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>in</strong> 2008.<br />

On 20 December 2006, <strong>the</strong> United Nations General Assembly declared 2008 <strong>the</strong> International Year of<br />

Sanitation (IYS). The Year whose official launch has been set for november 21st 2007 aims <strong>to</strong> create a<br />

favourable context for political leadership <strong>and</strong> government commitments <strong>to</strong> allocate greater resources <strong>to</strong><br />

<strong>sanitation</strong> for <strong>the</strong> poor, stress<strong>in</strong>g <strong>the</strong> positive impact on health. It was <strong>the</strong> first <strong>and</strong> a unique opportunity <strong>to</strong><br />

place <strong>sanitation</strong> <strong>in</strong> <strong>the</strong> spotlight.<br />

In December 2007, at <strong>the</strong> 1st Asia Pacific Water Summit, 37 countries from <strong>the</strong> region endorsed <strong>the</strong><br />

“Message from Beppu 150 ”, which recognises “<strong>the</strong> people’s <strong>right</strong> <strong>to</strong> safe dr<strong>in</strong>k<strong>in</strong>g <strong>water</strong> <strong>and</strong><br />

basic <strong>sanitation</strong> as a basic <strong>human</strong> <strong>right</strong> <strong>and</strong> a fundamental aspect of <strong>human</strong> security”.<br />
