The Global WASH Cluster, led by UNICEF was established as part of <strong>the</strong> <strong>in</strong>ternational <strong>human</strong>itarian reform programme, <strong>and</strong> provides an open, formal<br />

platform for all <strong>emergency</strong> WASH ac<strong>to</strong>rs <strong>to</strong> work <strong>to</strong>ge<strong>the</strong>r. This H<strong>and</strong>book has been produced under <strong>the</strong> Global WASH Cluster Human Right <strong>to</strong> Water<br />

<strong>and</strong> Sanitation project <strong>to</strong> clarify <strong>the</strong> scope <strong>and</strong> content of <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>and</strong> <strong>sanitation</strong> <strong>and</strong> <strong>to</strong> support advocacy <strong>and</strong> <strong>the</strong> implementation of this<br />

<strong>right</strong> <strong>in</strong> a <strong>human</strong>itarian context.<br />
