CHApTER 13 - THE pRINCIplES Of ADvOCACY ON THE RIGHT TO<br />

WATER AND SANITATION<br />

This section proposes a def<strong>in</strong>ition of advocacy <strong>in</strong> emergencies, sets out <strong>the</strong> added value of that approach,<br />

<strong>the</strong> challenges it poses <strong>and</strong> <strong>the</strong> opportunities it offers <strong>to</strong> organizations on <strong>the</strong> ground. The<br />

objective is <strong>to</strong> help practitioners <strong>in</strong> <strong>the</strong> field ensure that advocacy re<strong>in</strong>forces assistance by contribut<strong>in</strong>g<br />

<strong>to</strong> change at appropriate levels.<br />

13.1. Key message<br />

Advocacy is one of <strong>the</strong> ma<strong>in</strong>stays of <strong>human</strong>itarian action. It is hoped that <strong>the</strong> <strong>water</strong>-related <strong>right</strong>s discussed<br />

<strong>in</strong> this h<strong>and</strong>book will conv<strong>in</strong>ce <strong>human</strong>itarian ac<strong>to</strong>rs <strong>to</strong> th<strong>in</strong>k about develop<strong>in</strong>g <strong>right</strong>s-based advocacy,<br />

ra<strong>the</strong>r than advocacy that only takes needs <strong>in</strong><strong>to</strong> consideration.<br />

13.2. What exactly is advocacy <strong>in</strong> emergencies?<br />

Advocacy is a key component <strong>in</strong> <strong>the</strong> strategies of most <strong>human</strong>itarian agencies <strong>and</strong> is considered <strong>to</strong> be<br />

part <strong>and</strong> parcel of any <strong>human</strong>itarian response <strong>to</strong> emergencies 104 . The goal of advocacy <strong>in</strong> <strong>human</strong>itarian<br />

<strong>emergency</strong> <strong>situations</strong> is not <strong>to</strong> replace <strong>the</strong> assistance be<strong>in</strong>g made available on <strong>the</strong> ground, but ra<strong>the</strong>r <strong>to</strong><br />

enhance <strong>and</strong> facilitate that same assistance. Advocacy may well prove <strong>to</strong> be a powerful <strong>to</strong>ol <strong>to</strong> improve,<br />

support <strong>and</strong> mobilize additional funds <strong>to</strong> assist those most <strong>in</strong> need.<br />

Generally speak<strong>in</strong>g, advocacy <strong>in</strong> <strong>situations</strong> of <strong>emergency</strong> can be def<strong>in</strong>ed as: “Deliberate efforts based<br />

on demonstrated evidence, <strong>to</strong> persuade those <strong>in</strong> authority <strong>to</strong> adopt certa<strong>in</strong> policies or actions <strong>in</strong> order <strong>to</strong><br />

protect people affected by disasters or by conflicts 105 ”.<br />

BoX 17 - objectives of advocacy <strong>in</strong> <strong>emergency</strong> <strong>situations</strong><br />

Ord<strong>in</strong>arily, objectives of advocacy <strong>in</strong> <strong>emergency</strong> <strong>situations</strong> are 106 :<br />

- To help protect <strong>the</strong> <strong>right</strong>s of anyone caught up <strong>in</strong> an <strong>emergency</strong> situation by draw<strong>in</strong>g attention<br />

<strong>to</strong> <strong>the</strong>ir <strong>right</strong>s <strong>and</strong> needs;<br />

- To promote <strong>the</strong> <strong>right</strong>s of populations affected by disaster or by conflict;<br />

- To ga<strong>in</strong> political <strong>and</strong> social commitment <strong>and</strong> support for that cause (i.e. <strong>the</strong> promotion of <strong>human</strong><br />

<strong>right</strong>s);<br />

- To boost f<strong>in</strong>ancial support from donors <strong>and</strong> <strong>the</strong> <strong>in</strong>ternational community;<br />

- To promote observance of <strong>in</strong>ternational laws <strong>and</strong> st<strong>and</strong>ards.<br />
