prosecute <strong>and</strong> punish <strong>the</strong> crimes <strong>in</strong> question 27 . To date (as of June 2008), <strong>the</strong> ICC has opened <strong>in</strong>vestigations<br />
<strong>in</strong><strong>to</strong> four <strong>situations</strong>: Nor<strong>the</strong>rn Ug<strong>and</strong>a, <strong>the</strong> Democratic Republic of Congo, Central African Republic<br />
<strong>and</strong> Darfur.<br />
27/ In <strong>the</strong> past, <strong>the</strong> <strong>in</strong>ternational community has also established a number of ad hoc crim<strong>in</strong>al tribunals, whose decisions may<br />
be drawn upon <strong>to</strong> <strong>in</strong>terpret facets of <strong>in</strong>ternational crim<strong>in</strong>al law. These tribunals <strong>in</strong>clude <strong>the</strong> International Crim<strong>in</strong>al Court for <strong>the</strong><br />
Former Yugoslavia <strong>and</strong> <strong>the</strong> International Crim<strong>in</strong>al Tribunal for Rw<strong>and</strong>a, which were established by <strong>the</strong> UN Security Council<br />
<strong>and</strong> use foreign judges. The UN has also supported <strong>the</strong> creation of hybrid tribunals such as <strong>the</strong> Special Court for Sierra<br />
Leone <strong>and</strong> <strong>the</strong> Extraord<strong>in</strong>ary Chambers <strong>in</strong> <strong>the</strong> courts of Cambodia, which have both foreign <strong>and</strong> domestic judges [0] .<br />
