3. organization of <strong>the</strong> h<strong>and</strong>book<br />

This h<strong>and</strong>book consists of 3 parts.<br />

Part 1 - International laws applicable <strong>in</strong> emergencies<br />

Part 1 summarizes <strong>the</strong> nature <strong>and</strong> <strong>the</strong> purpose of <strong>the</strong> various sources upon which <strong>in</strong>ternational texts<br />

are based (ma<strong>in</strong>ly <strong>human</strong> <strong>right</strong>s law, International Humanitarian Law <strong>and</strong> <strong>in</strong>ternational crim<strong>in</strong>al law) used<br />

throughout this document <strong>to</strong> def<strong>in</strong>e <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>and</strong> <strong>sanitation</strong>. Without any pretensions <strong>to</strong> be<strong>in</strong>g<br />

exhaustive, this chapter aims at provid<strong>in</strong>g <strong>human</strong>itarian ac<strong>to</strong>rs with a start<strong>in</strong>g po<strong>in</strong>t <strong>to</strong>wards underst<strong>and</strong><strong>in</strong>g<br />

this document per se. The overall objective of Part 1 is, <strong>the</strong>refore, <strong>to</strong> def<strong>in</strong>e <strong>the</strong> nature of <strong>the</strong>se legislative<br />

texts <strong>and</strong> attempt <strong>to</strong> expla<strong>in</strong> how <strong>the</strong>y work <strong>in</strong> practice.<br />

Parts 2 <strong>and</strong> 3.<br />

Part 2 - Def<strong>in</strong>ition of <strong>the</strong> <strong>human</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>and</strong> <strong>sanitation</strong> <strong>in</strong> emergencies<br />

Part 2 outl<strong>in</strong>es those sources of law that can be called on <strong>to</strong> def<strong>in</strong>e <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>and</strong> <strong>sanitation</strong> <strong>in</strong><br />

<strong>emergency</strong> <strong>situations</strong>. In more concrete terms, <strong>the</strong> l<strong>in</strong>k between this <strong>right</strong> <strong>and</strong> <strong>the</strong> whole spectrum of <strong>human</strong><br />

<strong>right</strong>s, General Comment 15, International Humanitarian Law, national legislation <strong>and</strong> <strong>the</strong> operational<br />

guidel<strong>in</strong>es developed <strong>and</strong> used by <strong>human</strong>itarian agencies <strong>in</strong> <strong>the</strong>ir daily work will be explored.<br />

Part 3 - Advocacy on <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>in</strong> emergencies<br />

Part 3 expla<strong>in</strong>s how <strong>the</strong> framework of <strong>the</strong> <strong>right</strong> <strong>to</strong> <strong>water</strong> <strong>and</strong> <strong>sanitation</strong> can be used <strong>to</strong> develop <strong>right</strong>sbased<br />

advocacy <strong>in</strong> <strong>situations</strong> of <strong>emergency</strong>. To this end, a methodology for <strong>the</strong> preparation of advocacy<br />

activities is proposed, as well as examples of such activities <strong>and</strong> action that can be developed.<br />
