a commitment to reduce CO2 emission by 26% with own<br />

funding (BaU, Business as Usual) and by 41% with the<br />

help of international donors. The commitment was<br />

conveyed by the President at the G20 meeting in Pittsburg,<br />

USA (November 2009) and COP-15 (December 2009). The<br />

RAN is stated <strong>for</strong> the industrial sector to reduce GHG<br />

emission is 0,001 Gt CO2 equivalent if the funds<br />

themselves or 0.005 Gt CO2 equivalent with the help of<br />

<strong>for</strong>eign donors, in 2020.<br />

The industrial sector is the largest contributor to<br />

greenhouse gases after the <strong>for</strong>estry, and transportation. In<br />

the industrial sector there are 3 sources of GHG emission<br />

i.e the activities to meet the energy needs of approximately<br />

40%, and the rest were production process and waste<br />

management. Related with energy use, the Indonesian<br />

government has issued Government Regulation no.<br />

70/2009 concerning the obligation of conservation of<br />

energy <strong>for</strong> industry which use energy above 6,000 TOE<br />

(ton oil equivalent) per year. These are the industries that<br />

consume relatively high energy. Some industries are<br />

classified using energy above 6,000 TOE such as cement<br />

industry, steel industry, pulp and paper industry, textile<br />

industry, industry-ceramic, fertilizer industries of<br />

petrochemical industry, food industry-specific drinks. These<br />

industries absorb 80% of the total energy.<br />

Regarding to the implementation of Regulation No.<br />

70/2009, the Ministry of Industry in cooperation with ICCTF<br />

Program <strong>for</strong> the years of 2010-2011. Two of the programs<br />

are preparing the <strong>Tech</strong>nology <strong>Mapping</strong> <strong>Guideline</strong>s <strong>for</strong> <strong>Pulp</strong><br />

and <strong>Paper</strong> Industry and Carbon Calculation <strong>Guideline</strong>s <strong>for</strong><br />

<strong>Pulp</strong> and <strong>Paper</strong> Industry. These guidelines are expected to<br />

assist the industry in energy conservation activities and the<br />

reduction of CO2 emission, and could be used by<br />
