a commitment to reduce CO2 emission by 26% with own
funding (BaU, Business as Usual) and by 41% with the
help of international donors. The commitment was
conveyed by the President at the G20 meeting in Pittsburg,
USA (November 2009) and COP-15 (December 2009). The
RAN is stated for the industrial sector to reduce GHG
emission is 0,001 Gt CO2 equivalent if the funds
themselves or 0.005 Gt CO2 equivalent with the help of
foreign donors, in 2020.
The industrial sector is the largest contributor to
greenhouse gases after the forestry, and transportation. In
the industrial sector there are 3 sources of GHG emission
i.e the activities to meet the energy needs of approximately
40%, and the rest were production process and waste
management. Related with energy use, the Indonesian
government has issued Government Regulation no.
70/2009 concerning the obligation of conservation of
energy for industry which use energy above 6,000 TOE
(ton oil equivalent) per year. These are the industries that
consume relatively high energy. Some industries are
classified using energy above 6,000 TOE such as cement
industry, steel industry, pulp and paper industry, textile
industry, industry-ceramic, fertilizer industries of
petrochemical industry, food industry-specific drinks. These
industries absorb 80% of the total energy.
Regarding to the implementation of Regulation No.
70/2009, the Ministry of Industry in cooperation with ICCTF
Program for the years of 2010-2011. Two of the programs
are preparing the Technology Mapping Guidelines for Pulp
and Paper Industry and Carbon Calculation Guidelines for
Pulp and Paper Industry. These guidelines are expected to
assist the industry in energy conservation activities and the
reduction of CO2 emission, and could be used by
