PRIORITY DIRECTIONS OF STATE SUPPORT TO SMALL AND MEDIUM-SIZED
ENTREPRENEURSHIP IN THE AGRARIAN SECTOR OF THE REPUBLIC OF AZERBAIJAN

Abstract. Starting from the end of the last century as a result of the radical reforms carried out in Azerbaijan
Republic significant socio-economic changes took place and a new economic environment for entrepreneurial activity
has been formed. One of the main purposes of the successful economic policy carried out in the republic is to attract the
domestic and foreign investments and to achieve the development of non-oil sector by creating favorable business and
investment climate. It is true, all these carried out reforms did not fully eliminate its commitment to the oil factor which
is considered to be the main catalyst of Azerbaijan's economy but promoted certain progress in this direction. The
provision of economic diversification aims to increase the competitiveness of the national economy by the development
of entrepreneurship, and first of all, by increasing the effectiveness of small and medium-sized businesses.
Аннотация. Исследования показывают, что динамика развития малого и среднего бизнеса в экономике
Азербайджана в последние годы несколько увеличилась, но не достигла оптимального уровня. Естественно, что
в соответствии с критерием гибкости и измерения субъекты малого предпринимательства наряду с
продвижением экономической среды движутся в положительном масштабе, эту тенденцию нельзя отнести в
равной степени ко всем секторам экономики.
Мы считаем, что важно уменьшить удельный вес нефтяного фактора в ВВП на современном этапе развития
экономики Азербайджана в результате развития ненефтяного сектора и определить оптимальный уровень
поддержки предпринимательской деятельности государства в экономике для обеспечения многосторонности.
Ключевые слова: малый и средний бизнес, содействие экономическому механизму, конкуренция, не
нефтяной сектор, аграрный сектор, стимулирование экспорта.
In countries where market relations are shaped in
recent years like Azerbaijan Republic state regulation
and the development and the formation of
entrepreneurship is impossible without state support. As
it is known, the main directions of the state support of
entrepreneurial activity include legal support, finance
and its regulation, infrastructure, scientific-staffing,
strengthening and regulation of foreign economic
activity, stimulation of state regulation of
entrepreneurial activities, etc.
Like in many countries of the world dealing with
the state's business activity entrepreneural support and
its development has become one of the central
directions of the economic policy in Azerbaijan
Republic. As a result of the such a policy legislative,
organizational and economic conditions for
entrepreneurial activity is constantly improving and
upgrading, serious fights are implemented towards the
illegal interventions and artificial barriers, the
effectiveness of state support mechanisms for
entrepreneurship is rising, and its development is carried
out more due to the targetoriented state programmes
than separate measures. State support to
entrepreneurship is first of all reflected in the
Constitution of the Republic of Azerbaijan. Thus, the
Constitution states that the state promotes economic
development on the basis of market relations, ensures
free entrepreneurship, and does not allow monopoly and
unfair competition in economic relations. As in any
country, targeted legislation, organizational and
economic measures related to the protection and
promotion of entrepreneurship in Azerbaijan are
primarily related to the development of small
businesses. From this point of view, the Law of the
Republic of Azerbaijan "On State Assistance to Small
Enterprises", adopted in 1999 by the country's
