economy to be multidimensional and a number of issues
should be paid special attention:
Precedence should be given to the creation of
special economic zones and clusters for small and
medium entrepreneurship
encouraging business environment should be
improved, diversification should be provided in the
background of the development of the non-oil sector;
systematization of state support to small and
medium-sized businesses in the regions should be
ensured in order to optimize the regional structure of
small and medium-sized businesses.
