Social assistance can reduce the amount of poverty, but atthe same time less strict rules and higher levels of compensationcould reduce incentives to seek jobs. However,financial incentives only affect people who have a realisticchance of getting a job. Some people in poverty have suchpoor qualifications or health that they are unable to respondto financial incentives. A reduction of income transfers forthese groups would only mean a reduction in income.In <strong>De</strong>nmark, the level of social assistance is much lower forrefugees, immigrants, and Danes returning to <strong>De</strong>nmark aftermore than a year abroad than it is for native Danes. However,it is very difficult for refugees to find a job, because oftheir lack of language abilities and of qualifications relevantfor the Danish labour market. Financial incentives thereforehave only very limited effects on this group. It is recommendedthat refugees receive social assistance at the samelevel as native Danes for three years. After this period theirqualifications will be much better and their possibilities ofbecoming self-supporting will have improved considerably.Hence, from that point on they should be treated in the sameway as immigrants and returning native Danes.The average income for single parents is relatively low andthe labour supply for this group is relative sensitive tochanges in income. The financial gain from finding anunskilled job is very small for single parents receivingsocial assistance. Hence, it is recommended that an earnedincome tax credit specifically for single parents is introduced,since this improves the financial incentives to find ajob for this group.It is difficult for the people who are most exposed to povertyto find and hold a job. A strong attachment to theordinary labour market is the best way to protect peoplefrom marginalization. It is possible within the collectiveagreements to employ workers on special terms, e.g. onlower wage rates or with reduced hours of work. However,this possibility is rarely used. In order to increase the use ofemployment on special terms, it is recommended that atemporary public subsidy be given to this type of employment.The specific terms should be negotiated locally. An333
alternative is to prescribe a lower starting wage rate for newimmigrants and persons on long-term social assistance for adefined limited period.A wage subsidy to people on social assistance is also ameans of creating a more firm attachment to the labourmarket for this group. It is recommended that recipients ofsocial assistance with modest qualifications should beemployed as quickly as possible with a wage subsidy.If it is possible to integrate the poor into the labour market,poverty is reduced and labour supply increased. Hence,society gains from preventing and reducing poverty.334
