Substances especially hazardous when exposed to<br />

Especially hazardous substances are extremely critical for people and the environment if they are<br />

at the same time present in food or the open environment, as in waters. 13 substances on the<br />

black list were identified as at the same time being frequently detected in food:<br />

carbendazim, maneb, iprodione, imazalil, metiram, chloropyrifos, procymidone, zineb, mancozeb,<br />

tolylfluanid, fludioxonil, propineb, imidacloprid.<br />

Another 18 substances were found to be dangerous to water as well as having particularly hazardous<br />

properties:<br />

lindane, diuron, chloropyrifos, dichlorprop, pentachlorophenol, simazine, terbutyl-azin, atrazin,<br />

endosulfan, chlorfenvinphos, propazine, trifluralin, alachlor, hexazinone, HCH isomers, methabenzthiazuron,<br />

lenacil, fenpropimorph.<br />

In the case of one substance, chloropyrifos, both exposure indicators were over the limits. This is<br />

approved for use in the EU by Appendix I of Directive 91/414.<br />

Conclusion<br />

Almost 170 of the active substances in pesticides at present allowed in the EU have especially<br />

hazardous properties in the evaluations made in the study, and so are potentially dangerous to<br />

health and the environment. Over 80 of them only received (further) approval in the last few years,<br />

after being entered in Appendix I of Directive 91/414.<br />

Authorisation and use of substances on the blacklist ought to be stopped as soon as possible<br />

on account of the dangers these pose to people and the environment; this applies most urgently<br />

to the 31 substances which at the same time occur frequently in food or in the environment.<br />

The criteria for evaluating substances listed in this study, and the recommendations on substances<br />

made, should be taken into consi<strong>der</strong>ation in the current revision of EU Directive 91/414/EC on the<br />

authorisation of substances in pesticides. Producers, users, and wholesalers and retailers and others<br />

involved in the food-produce chain should all put these findings and recommendations into<br />

practice.<br />
