at the start of each element. Role play moni<strong>to</strong>ring visits c<strong>an</strong> only be carried out from<br />
Mallusk, Craigavon or Londonderry (New Buildings) DVA test centres.<br />
DVA reserves the right <strong>to</strong> withdraw <strong>an</strong> AMI’s authority <strong>to</strong> deliver CBT after a single<br />
moni<strong>to</strong>ring visit if they consider it unsafe for the individual <strong>to</strong> continue <strong>delivering</strong><br />
CBT courses. However in such cases, DVA will follow the principals of natural justice<br />
in providing the parties involved <strong>an</strong> opportunity <strong>to</strong> explain their position, <strong>an</strong>d<br />
respond. The decision <strong>to</strong> withdraw the authority of <strong>an</strong> AMI will be taken by the<br />
Deputy Registrar <strong>an</strong>d the Chief Driving Examiner after full consideration of all the<br />
facts.<br />
Anyone wishing <strong>to</strong> appeal the decision regarding the revocation of their authority<br />
<strong>to</strong> conduct CBT courses will be able <strong>to</strong> do so. The appeal process will begin with a<br />
notice in writing by the aggrieved party <strong>to</strong> the Registrar <strong>an</strong>d must be submitted<br />
within 28 days of the decision being taken <strong>to</strong> revoke the AMI’s authority. The appeal<br />
will then be investigated.<br />
CBT Certificates (DL196 NI) (see appendix 3)<br />
At the end of a CBT course, a successful pupil will be issued with a certificate of<br />
completion (DL196 NI). This document validates the provisional entitlement on the<br />
licence, enabling the pupil <strong>to</strong> ride on road under normal learner conditions. The CBT<br />
DL196 (NI) certificate must be completed <strong>an</strong>d signed by the instruc<strong>to</strong>r who<br />
conducted the on-road <strong>training</strong> (Element E). The initials, surname <strong>an</strong>d AMI number<br />
of the instruc<strong>to</strong>r must be included on the certificate.<br />
Make sure you advise your pupils <strong>to</strong> keep this certificate safe. They must produce it<br />
when they come <strong>to</strong> take their m<strong>an</strong>oeuvres test <strong>an</strong>d practical mo<strong>to</strong>rcycle test.<br />
Ordering procedure<br />
CBT DL196 (NI) certificates are available in books of 25 which come with 25 logbooks<br />
<strong>an</strong>d c<strong>an</strong> be requested from DVA Headquarters, BSU Section, Balmoral Road, Belfast,<br />
BT12 6QL. DVA c<strong>an</strong> arr<strong>an</strong>ge for certificates <strong>an</strong>d logbooks <strong>to</strong> be delivered <strong>to</strong> your<br />
choice of local DVA Testing centre for collection, this must be indicated on the DL196<br />
(NI) Stationery Request for Certificates Form. The Certificate book(s), Logbooks <strong>an</strong>d<br />
a pho<strong>to</strong>copy of the original DL196 (NI) stationery form will be sealed when you<br />
collect them <strong>an</strong>d you will be asked <strong>to</strong> open <strong>an</strong>d check the number of certificates in<br />
your book(s) in the presence of a member of the Centre M<strong>an</strong>agement team. It is<br />
import<strong>an</strong>t that you conduct a thorough check of the certificates i.e. checking the<br />
serial numbers within the certificate book(s), as reports of missing certificates will<br />
