Annual <strong>Report</strong> <strong>2007</strong>–08.<br />
Information on the compliance <strong>of</strong> Forests NSW with the Integrated Forestry Operations Approval<br />
(IFOA) Threatened Species <strong>and</strong> <strong>Environment</strong> Protection Licences for the <strong>2007</strong>–<strong>2008</strong> reporting period<br />
is contained within Chapter 3 <strong>of</strong> this report.<br />
Enforcement <strong>of</strong> laws, regulations <strong>and</strong> guidelines<br />
This indicator was reported on for all regions in 2004–2005 <strong>and</strong> 2006–<strong>2007</strong> using data from the SoP<br />
qualitative assessment so as to align the two reporting processes. A SoP survey did not take place in<br />
<strong>2007</strong>–<strong>2008</strong> <strong>and</strong> no other data was collated for this indicator relevant to PWG l<strong>and</strong>s. As a consequence,<br />
reporting on this indicator for DECC estate did not occur during the reporting period.<br />
Prosecutions <strong>and</strong> infringements<br />
The details <strong>of</strong> prosecutions completed under conservation legislation (for native vegetation, threatened<br />
species, parks, wildlife <strong>and</strong> Aboriginal heritage), the proportion that were successful <strong>and</strong> the resulting<br />
value <strong>of</strong> fines awarded in the <strong>2007</strong>–<strong>2008</strong> reporting period are provided on pages 64–65 (Chapter 4:<br />
Improve the condition <strong>of</strong> natural resources) <strong>of</strong> the DECC Annual <strong>Report</strong> <strong>2007</strong>–08. Pages 200–202<br />
(Appendix 8: Infringements <strong>and</strong> prosecutions) <strong>of</strong> the DECC Annual <strong>Report</strong> <strong>2007</strong>–08 list infringements<br />

Data <strong>and</strong> discussion<br />
The SoP program seeks to monitor <strong>and</strong> evaluate the condition <strong>of</strong> <strong>and</strong> pressures on NSW parks, <strong>and</strong> to<br />
ascertain how effectively these areas are being managed. The NSW SoP program is the largest <strong>and</strong><br />
most comprehensive <strong>of</strong> its type in the world. The information is used to assist in operational planning<br />
within parks, as well as assisting a variety <strong>of</strong> reporting needs. SoP was implemented in early 2004 with<br />
the first public report released in 2005. Further review, refinement <strong>and</strong> system development has taken<br />
place since then. Subsequent assessments were made in 2005 <strong>and</strong> September <strong>2007</strong>.<br />
Auditing <strong>of</strong> plantations under the PR Act by plantation <strong>of</strong>ficers does not aim to monitor changes in the<br />
conservation <strong>and</strong> sustainable management <strong>of</strong> forests — only auditing against the Plantations Code.<br />
Forests NSW uses a number <strong>of</strong> tools <strong>and</strong> systems to monitor conservation <strong>and</strong> sustainable<br />
management <strong>of</strong> forests. FRAMES is a statewide (except in the Eden Region) tool kit <strong>of</strong> applications<br />
developed by Forests NSW to calculate long-term, wood-supply volumes from areas <strong>of</strong> native forest<br />
