• PWG does planning at a range <strong>of</strong> scales to achieve its management objectives. A Park Planning Guide is planned for<br />

development under the PMP to structure these plans under an agreed planning hierarchy <strong>and</strong> ensure consistency <strong>and</strong> accuracy.<br />

This component is under development <strong>and</strong> to date most emphasis has involved the development <strong>of</strong> specific planning<br />

capabilities at different scales. In <strong>2008</strong> for example, Regional Operations Plans were developed across the state. Regional<br />

Operations Plans consider all planning document for parks within a Region <strong>and</strong> identify <strong>and</strong> prioritise actions that are required<br />

for implementation in the coming financial year. In this way, PWG is ensuring that all proposed actions are being systematically<br />

considered <strong>and</strong> addressed.<br />

• DECC has also developed Branch Visitor Management Plans (BVMP) as a central action under Living Parks – Sustainable<br />

Visitation Strategy (2006). BVMPs identify initiatives that will enhance visitor opportunities <strong>and</strong> regional tourism in the short to<br />

medium term. They are being finalised <strong>and</strong> will be distributed in late <strong>2008</strong>.<br />

DECC continues to provide staff training programs. These cover natural <strong>and</strong> cultural (including Aboriginal) heritage management <strong>and</strong><br />

operational, technical <strong>and</strong> safety matters. Programs range from technical training-related to occupational health <strong>and</strong> safety<br />

requirements to statewide capacity-building initiatives directed at particular staff classifications.<br />

Of the 387 reserves in the UNE <strong>and</strong> LNE regions, plans <strong>of</strong> management have been adopted for 146 by the NSW Minister for the<br />

<strong>Environment</strong>. A further 64 draft plans have been publicly exhibited, 25 draft plans have been finalised <strong>and</strong> 64 draft plans are in<br />

preparation. The increase in the total number <strong>of</strong> reserves since the last reporting period reflects the addition <strong>of</strong> new reserves in <strong>2007</strong>–<br />

<strong>2008</strong>. Additions for <strong>2007</strong>–<strong>2008</strong> include those as a result <strong>of</strong> Lower Hunter Regional Strategy – National Park Estate (Lower Hunter<br />

Region Reservations) Act 2006, they also include amalgamations <strong>and</strong> revocation/renaming <strong>of</strong> park areas. Hexham Swamp <strong>and</strong><br />

Kooragang Nature reserves were merged into Hunter Estuary National Park.<br />

Of the 18 reserves in the Eden region, 12 have had plans <strong>of</strong> management adopted by the NSW Minister for the <strong>Environment</strong>. A further<br />

three draft plans have been publicly exhibited, one draft plan has been finalised <strong>and</strong> two draft plans are in preparation.<br />

Of the 125 reserves in the Southern region, 40 have had plans <strong>of</strong> management adopted by the NSW Minister for the <strong>Environment</strong>. A<br />

further 49 draft plans have been publicly exhibited. Fifteen draft plans have been finalised <strong>and</strong> 13 are in preparation.<br />
