SFNSW should initiate the specified employment<br />
opportunities to enable active Aboriginal participation<br />
in the management <strong>of</strong> forests, subject to funding.<br />
Specified employment opportunities in NPWS were<br />
identified as a major priority for Aboriginal<br />
communities in the Southern region, subject to<br />
external funding.<br />
An Aboriginal Management Committee will be<br />
established for both State forests <strong>and</strong> national parks<br />
to represent <strong>and</strong> manage Aboriginal cultural heritage<br />
on State forests <strong>and</strong> national parks, respectively.<br />
Terms <strong>of</strong> reference for the committees will be<br />
determined <strong>and</strong> developed by the committee<br />
members upon establishment. Terms <strong>of</strong> reference<br />
must include specified aspects.<br />
Development <strong>of</strong> a plan <strong>of</strong> management, which will<br />
address the management principles, guidelines <strong>and</strong><br />
objectives <strong>of</strong> the Aboriginal Management Committee.<br />

Southern<br />
In the South West Slopes area <strong>of</strong> Parks <strong>and</strong> Wildlife Group an Aboriginal Discovery Ranger position that was created <strong>and</strong> filled in<br />
2006–<strong>2007</strong> continues. An Aboriginal liaison <strong>of</strong>ficer (administrative grade) that was created <strong>and</strong> filled in 2006–<strong>2007</strong> to facilitate<br />
Aboriginal working group meetings <strong>and</strong> community involvement continues. A female Aboriginal interpretive trainee position that was<br />
recruited in <strong>2007</strong>–<strong>2008</strong> continues.<br />
In the Snowy Mountains Region <strong>of</strong> the Parks <strong>and</strong> Wildlife Group <strong>of</strong> DECC, a full-time Aboriginal education <strong>and</strong> liaison <strong>of</strong>ficer has been<br />
recruited <strong>and</strong> is running an Aboriginal cadet ranger program. Recruitment has just been completed for the employment <strong>of</strong> two<br />
Aboriginal trainee field <strong>of</strong>ficers. An Aboriginal cadet ranger has now graduated <strong>and</strong> an Aboriginal trainee clerical <strong>of</strong>ficer began in<br />
January 2009. There are three Aboriginal Discovery Rangers.<br />

DECC (PWG) South West Slopes Region established an Aboriginal Working Committee in 2004–2005. In <strong>2007</strong>–<strong>2008</strong> the committee<br />
continued to meet at regular intervals <strong>and</strong> work toward cooperative involvement <strong>of</strong> the Aboriginal community in park management<br />
issues. An Aboriginal liaison <strong>of</strong>ficer (admin grade) that was created <strong>and</strong> filled in 2006–<strong>2007</strong> to facilitate Aboriginal working group<br />
meetings <strong>and</strong> community involvement continued in <strong>2007</strong>–<strong>2008</strong>.<br />

Forests NSW considers that other arrangements have met the objectives <strong>of</strong> the milestone. Forests NSW considers the committee is<br />
not needed as it has MOUs with various individual local Aboriginal L<strong>and</strong> Councils or elder groups for consultation <strong>and</strong> for carrying out<br />
pre-operational surveys for Aboriginal heritage. Forests NSW considers this arrangement has been working very well because the<br />
Aboriginal communities are being engaged at the local level.<br />

A Plan <strong>of</strong> Management for Kosciuszko National Park was completed in June 2006 in consultation with the Aboriginal Management<br />
Committee. The plan includes management objectives, policies <strong>and</strong> actions that address cultural heritage issues <strong>and</strong> foster connection<br />
to Country. As required by the Kosciuszko NP POM a MOU is being developed in consultation with the Aboriginal Community. Drafting<br />
<strong>of</strong> the MOU continued during <strong>2007</strong>–<strong>2008</strong>.<br />
