SFNSW will examine any State forest that could be<br />

considered for co-management or joint venture<br />

arrangements.<br />

SFNSW <strong>and</strong> NPWS must progressively negotiate<br />

separate cooperative management agreements with<br />

local Aboriginal communities that enable Aboriginal<br />

people to be involved in the management <strong>of</strong> State<br />

forests <strong>and</strong> national parks.<br />

Explore opportunities for joint ventures with SFNSW<br />

<strong>and</strong> NPWS that promote recognition, awareness <strong>and</strong><br />

respect for Aboriginal cultural heritage. Other<br />

ventures likely to generate mutual benefits to the<br />

Aboriginal community must also be considered.<br />

NPWS should enter into a cooperative management<br />

agreement with the relevant Aboriginal communities<br />

to develop cooperative management <strong>and</strong> funding<br />

strategies to ensure the effective protection <strong>and</strong><br />

management <strong>of</strong> Aboriginal cultural heritage on the<br />

NPWS estate, subject to funding.<br />

Aboriginal communities consider it a NPWS<br />

responsibility to develop <strong>and</strong> implement a policy in<br />

relation to access to parks, nature reserves <strong>and</strong> other<br />

appropriate service estate for traditional purposes.<br />

The Aboriginal Management Committee will develop<br />

this framework.<br />

Snowy Mountains Region engaged a consultant to meet with traditional owners <strong>and</strong> provide recommendations on options for comanagement<br />

<strong>of</strong> Kosciuszko National Park. A report has been completed but no outcomes have been announced as yet.<br />

In <strong>2007</strong>–<strong>2008</strong> the Aboriginal Management Committee (see milestone 334) continued to work toward cooperative involvement <strong>of</strong> the<br />

Aboriginal community in park management issues. A Cultural Heritage Coordinator facilitates community participation in committee<br />

matters.<br />

Forests NSW regional ESFM plans identify Forests NSW commitment to co-management <strong>and</strong> joint management arrangements with<br />

Aboriginal communities. No new co-management or joint venture arrangements were considered in <strong>2007</strong>–<strong>2008</strong>.<br />

Continuing<br />

DECC Southern Region organised <strong>and</strong> participated in two women’s, one youth <strong>and</strong> one family cultural camps. The region held various<br />

Discovery <strong>and</strong> NAIDOC events in Kosciuszko NP during the Easter <strong>and</strong> Christmas periods <strong>and</strong> NAIDOC week <strong>and</strong> numerous<br />

Discovery events with schools, community groups <strong>and</strong> local festivals <strong>and</strong> fairs over the year. Over 1650 adults <strong>and</strong> 2050 children<br />

participated or attended these events; 165 adults <strong>and</strong> 430 children attended NAIDOC week celebrations. A new Aboriginal Discovery<br />

Cultural tour was developed called Wiradjuri Wonders focusing on bush tucker, bush craft <strong>and</strong> traditional pathways through Nth<br />

Kosciuszko NP.<br />

For Forests NSW there are no new joint ventures to report for <strong>2007</strong>–<strong>2008</strong>.<br />

A Plan <strong>of</strong> Management for Kosciuszko National Park was completed in June 2006 in consultation with the Aboriginal Management.<br />

The plan includes management objectives, policies <strong>and</strong> actions that address cultural heritage issues <strong>and</strong> foster connection to Country.<br />

As required by the plan, an MoU is being developed in consultation with the Aboriginal community. The details <strong>of</strong> the MoU are still to<br />

be determined but will consider access to the park for traditional purposes.<br />
