All Crown reserves in UNE <strong>and</strong> LNE have been re-categorised as State conservation areas. Plans <strong>of</strong> management for SCAs are<br />
included in the figures reported for the milestones under plans <strong>of</strong> management for the NPWS estate.<br />

In late 2002, all but six Crown reserves in the Southern region were reclassified as State conservation areas (SCAs). Four were<br />
subsequently reclassified as SCAs on 1 April 2005. Plans <strong>of</strong> management for SCAs are included in the figures reported for the<br />
milestones under plans <strong>of</strong> management for the NPWS estate..<br />
Re-categorisation <strong>of</strong> the remaining two Crown reserves as SCAs – Mulleng<strong>and</strong>ra <strong>and</strong> Woomargama (both in the Tumut sub-region) –<br />
will occur but is pending resolution <strong>of</strong> issues about the inclusion/exclusion <strong>of</strong> roads in the reserves. In the interim, draft plans <strong>of</strong><br />
management have been prepared <strong>and</strong> are awaiting adoption, also pending this resolution. Plans <strong>of</strong> management for SCAs are<br />
included in the figures reported for the milestones under plans <strong>of</strong> management for the NPWS estate.<br />

After 9000 ha were reserved in 2005, an additional 1500 ha was reserved in <strong>2007</strong>, including Yarrahapinni Wetl<strong>and</strong>s. A further 5300 ha<br />
<strong>of</strong> Crown l<strong>and</strong> identified through the forest agreements was identified in the National Park Estate (Lower Hunter Region Reservations)<br />
Act 2006 for reservation; this reservation came into force from 1 July <strong>2007</strong>. Negotiations between DECC <strong>and</strong> the <strong>Department</strong> <strong>of</strong> L<strong>and</strong>s<br />
over the remaining areas proposed for reservation continue.<br />
Implemented<br />
DECC has implemented a process that mirrors the one adopted for species newly listed in schedules <strong>of</strong> the Threatened Species<br />
Conservation Act 1995 (stipulated in condition 1.3 <strong>of</strong> Appendix B in the IFOAs for the UNE, LNE <strong>and</strong> Eden regions). A process is also<br />
in place for the review <strong>of</strong> certain fauna conditions <strong>of</strong> the TSL, which includes the exchange <strong>and</strong> assessment <strong>of</strong> new information by<br />
DECC Forests NSW <strong>and</strong> (where appropriate) independent experts. Recommendations arising from such reviews are provided to the<br />
relevant Ministers for approval. The process covers both flora <strong>and</strong> fauna.<br />
Continuing<br />
The Forestry <strong>and</strong> National Park Estate Act 1998 (section 31) provides that an IFOA may be amended, suspended or revoked at any<br />
time jointly by Ministers who have granted the approval. An amendment <strong>of</strong> the approval extends to an amendment <strong>of</strong> the terms <strong>of</strong> any<br />
relevant licences provided by the approval.<br />
