DECC is developing a Park Management Program that will be an important component <strong>of</strong> an EMS. The program will define DECC’s<br />

objectives for park management, <strong>and</strong> will integrate park policy, planning, operations, monitoring, evaluation, reporting <strong>and</strong> feedback. It<br />

will provide the tools to make better decisions <strong>and</strong> also improve coordination across DECC to make it easier for staff to access<br />

information to guide park management. Many <strong>of</strong> the components <strong>of</strong> the Park Management Framework are already in place. These<br />

components include, for example, the Plan <strong>of</strong> Management Manual (2003) <strong>and</strong> Fire Management Manuals, which are regularly<br />

updated.<br />

Achievements in <strong>2007</strong>–<strong>2008</strong> included:<br />

• The Park Management Policy Manual is a single electronic document that provides summaries <strong>and</strong> links to all relevant<br />

documents (DECC <strong>and</strong> others) related to park management. It is regularly updated to ensure accurate information is available to<br />

staff. During <strong>2007</strong>–<strong>2008</strong>, the Park Management Policy Manual became an active online resource available to staff through<br />

DECC’s intranet.<br />

• The Park Operating Procedures Manual is the companion document to the Park Management Policy Manual. Its purpose is to<br />

provide consistent <strong>and</strong> high quality procedural guidance to staff. It achieves this by serving as a central node that brings<br />

together adopted DECC procedural documents as well as documents from other sources that may provide useful advice on<br />

procedural best practice. The Park Operating Procedures Manual was drafted during <strong>2007</strong>–<strong>2008</strong> with the intent <strong>of</strong> finalising <strong>and</strong><br />

releasing the document in late <strong>2008</strong>.<br />

• The Park Facilities Manual provides a set <strong>of</strong> planning <strong>and</strong> design guidelines that implement excellence in sustainable<br />

management <strong>of</strong> visitor facilities. It is helping to ensure facilities across NSW parks are increasingly st<strong>and</strong>ardised. The manual<br />

provides a coordinated set <strong>of</strong> st<strong>and</strong>ards applicable to parks across NSW, <strong>and</strong> developed from principles established <strong>and</strong> trialled<br />

under the Guidelines for Park Facilities (1985) <strong>and</strong> the Northern Branch Draft Facilities Manual (2004). The Park Facilities<br />

Manual was released in December <strong>2007</strong>.<br />

• The Asset Maintenance System provides a comprehensive inventory <strong>of</strong> all assets owned <strong>and</strong>/or maintained within parks <strong>and</strong> is<br />

a tool for consistent <strong>and</strong> efficient scheduling <strong>and</strong> implementation <strong>of</strong> asset maintenance. This system is a major information<br />

source for determining long-term asset strategies <strong>and</strong> assist in determining DECC’s on-going minor works requirements. The<br />

AMS has been under development for a number <strong>of</strong> years. In 2006, it was reviewed with a view to addressing issues raised in<br />

field trials <strong>and</strong> so the system could be connected to the PMP. The AMS was distributed for application across parks in NSW in<br />

<strong>2008</strong>.<br />
