Actual timber harvest volumes against IFOA supply commitments are incorporated into this implementation report. However, there are<br />
a number <strong>of</strong> issues – related to information on actual yields against FRAMES estimates – that have hindered comprehensive reporting.<br />
Forests NSW highlighted problems with ‘actual versus predicted’ methods in 2001–2002 that have prevented any meaningful<br />
comparison <strong>of</strong> FRAMES estimates with actual volumes harvested.<br />

The FRAMES project has been managed under a program <strong>of</strong> continuous improvement. All <strong>of</strong> these improvements are designed to<br />
refine <strong>and</strong> monitor estimates <strong>of</strong> timber sustainability over the term <strong>of</strong> the FAs <strong>and</strong> longer term planning horizons.<br />
Tracking the performance <strong>of</strong> FRAMES is a difficult task. Early comparisons <strong>of</strong> actual <strong>and</strong> predicted yield were completed for the North<br />
Coast. These comparisons were incorporated in the extensive independent review <strong>of</strong> FRAMES entitled ‘Review <strong>of</strong> Projected Timber<br />
Yields for the NSW North Coast’ completed by Pr<strong>of</strong>essor Vanclay from Southern Cross University in 2002; on the DPI Forests website<br />

The actual versus predicted comparisons illustrated a range <strong>of</strong> technical issues (e.g. sampling intensity) that have hindered any real<br />
analysis <strong>of</strong> predicted yield below the whole-<strong>of</strong>-forest-estate level, which defines the RFA outcomes. Fundamentally these relate to<br />
FRAMES being a strategic planning tool designed to predict the potential wood supply at a regional level. It is not appropriate to<br />
compare actual yields versus predicted yields at a level lower than the prediction level (i.e. the region level). The NSW FA requirement<br />
to monitor timber <strong>of</strong>f-take <strong>and</strong> compare it against FRAMES predictions was addressed in the Vanclay review.<br />
