Human Rights. 359 In Romanian legislati<strong>on</strong> it is c<strong>on</strong>sidered an aggravating circumstance if<br />

a pers<strong>on</strong> is discriminated against <strong>on</strong> more than <strong>on</strong>e ground. 360 In Irel<str<strong>on</strong>g>and</str<strong>on</strong>g>, detailed<br />

statistics of cases involving discriminati<strong>on</strong> <strong>on</strong> more than <strong>on</strong>e ground are available,<br />

including the intersecti<strong>on</strong> of sexual orientati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> other grounds. 361<br />

There is rather limited data <strong>on</strong> LGBT pers<strong>on</strong>s’ experiences of multiple discriminati<strong>on</strong> in<br />

the EU. According to The Nati<strong>on</strong>al Disability Authority (2005) in Irel<str<strong>on</strong>g>and</str<strong>on</strong>g>, ‘being an<br />

accepted member of a subculture is vital to [the] process of valuing <strong>on</strong>e’s own identity<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> social role.’ 362 The experience of not being an accepted member of any subculture<br />

or minority community may put members of multiple identity groups in a vulnerable<br />

positi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> lead them to establish their own communities. Furthermore, as a European<br />

Commissi<strong>on</strong> report 363 suggests, the single ground approach may fail to represent the<br />

reality of discriminati<strong>on</strong> as it is experienced by individuals with multiple identities.<br />

Good practice: In interview, the LGBT NGO Cultuur en Ontspannings-Centrum [COC<br />

Netherl<str<strong>on</strong>g>and</str<strong>on</strong>g>s] highlighted that it has established special groups for disabled LGBT<br />

pers<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> cooperates with organisati<strong>on</strong>s for the elderly. They have opened a café in<br />

Nijmegen for mentally disabled gays <str<strong>on</strong>g>and</str<strong>on</strong>g> lesbians. 364 Another Dutch project c<strong>on</strong>cerning<br />

elderly LGBT pers<strong>on</strong>s was initiated by several civil society organisati<strong>on</strong>s with<br />

government funding. The project identifies the needs of elderly LGBT pers<strong>on</strong>s,<br />

particularly regarding social <str<strong>on</strong>g>and</str<strong>on</strong>g> medical care. 365<br />

Pilot projects for LGBT youth with a n<strong>on</strong>-Dutch ethnic background are taking place in<br />

Amsterdam, Rotterdam, The Hague <str<strong>on</strong>g>and</str<strong>on</strong>g> Tilburg focusing <strong>on</strong> breaking isolati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

providing counselling, support <str<strong>on</strong>g>and</str<strong>on</strong>g> shelter. 366<br />

Being LGBT <str<strong>on</strong>g>and</str<strong>on</strong>g> part of an ethnic minority<br />

The double minority status of LGBT pers<strong>on</strong>s expresses itself in different ways <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

generates complex challenges. The coming out process can be particularly difficult for<br />

an ethnic minority LGBT pers<strong>on</strong> within her/his own community as c<strong>on</strong>firmed during<br />
