Bans<br />

In recent years there have been instances of municipal authorities prohibiting, at least<br />

initially, peaceful dem<strong>on</strong>strati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> rallies by groups advocating LGBT rights:<br />

Lithuania: In 2007 municipal authorities in Vilnius denied authorisati<strong>on</strong> for public LGBT<br />

events <strong>on</strong> two occasi<strong>on</strong>s. The organisers complained in the sec<strong>on</strong>d instance, but the<br />

courts rejected the complaint. 124<br />

Latvia: According to informati<strong>on</strong> gathered during interviews, in 2005 <str<strong>on</strong>g>and</str<strong>on</strong>g> 2006 municipal<br />

authorities banned the Pride Parade in Riga. 125<br />

Bulgaria: In 2005 the mayor of the city of Varna banned the opening of a Pink Point<br />

informati<strong>on</strong> booth. The organisers filed a complaint with the Commissi<strong>on</strong> for Protecti<strong>on</strong><br />

Against <str<strong>on</strong>g>Discriminati<strong>on</strong></str<strong>on</strong>g>, <str<strong>on</strong>g>and</str<strong>on</strong>g> Varna Municipality was found guilty of indirect<br />

discriminati<strong>on</strong>. Due to appeal proceedings the case is still pending. 126<br />

Romania: In 2005 municipal authorities banned a Diversity March in Bucharest. 127<br />

Pol<str<strong>on</strong>g>and</str<strong>on</strong>g>: In 2004 <str<strong>on</strong>g>and</str<strong>on</strong>g> 2005 LGBT Equality Marches were banned by municipal authorities<br />

in Warsaw. In 2005 a similar march was banned in the city of Poznan. 128<br />

Reas<strong>on</strong>s given for the bans include participant safety, the violati<strong>on</strong> of public morals <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the preservati<strong>on</strong> of public order. It is important to note, however, that some of the bans<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> other complicating procedures of restricti<strong>on</strong> (for example in Bucharest, Warsaw <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

Riga) have been changed after advocacy from LGBT NGOs, internati<strong>on</strong>al pressure,<br />

court decisi<strong>on</strong>s, opini<strong>on</strong>s from Nati<strong>on</strong>al Equality Bodies or interventi<strong>on</strong>s from<br />

ministers. 129<br />
