This secti<strong>on</strong> addresses the situati<strong>on</strong> c<strong>on</strong>cerning LGBT public dem<strong>on</strong>strati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
events, most notably the Pride celebrati<strong>on</strong>s, <str<strong>on</strong>g>and</str<strong>on</strong>g> the issue of access to <str<strong>on</strong>g>and</str<strong>on</strong>g> availability of<br />
premises as venues for LGBT-related activities.<br />
Pride Parades <str<strong>on</strong>g>and</str<strong>on</strong>g> other LGBT public dem<strong>on</strong>strati<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
events<br />
Gay Pride is a traditi<strong>on</strong> dating back to June 1969, when LGBT pers<strong>on</strong>s in New York<br />
protested in the streets for several days against persistent police harassment of LGBT<br />
individuals <str<strong>on</strong>g>and</str<strong>on</strong>g> venues. The following year, the uprising was commemorated by<br />
dem<strong>on</strong>strati<strong>on</strong>s in several American cities, <str<strong>on</strong>g>and</str<strong>on</strong>g> since then annual dem<strong>on</strong>strati<strong>on</strong>s<br />
against homophobia <str<strong>on</strong>g>and</str<strong>on</strong>g> for LGBT rights have spread around the world. These ‘Pride’<br />
dem<strong>on</strong>strati<strong>on</strong>s, which in many Member States have taken the character of a festive<br />
occasi<strong>on</strong>, have additi<strong>on</strong>ally a very important community-building <str<strong>on</strong>g>and</str<strong>on</strong>g> empowering<br />
functi<strong>on</strong> for LGBT pers<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> groups. Through interviews it was made apparent that<br />
annual events or dem<strong>on</strong>strati<strong>on</strong>s are organised by local LGBT NGOs in almost every EU<br />
Member State, <str<strong>on</strong>g>and</str<strong>on</strong>g> mostly take place without any problems regarding police or local<br />
authority permissi<strong>on</strong>s <str<strong>on</strong>g>and</str<strong>on</strong>g> in some cases they are actually organised in cooperati<strong>on</strong> with<br />
local authorities. 122<br />
Dem<strong>on</strong>strati<strong>on</strong>s are organised under various headings, such as Diversity March,<br />
Rainbow Parade, Equality Parade or Christopher Street Day with various slogans, goals<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> types of expressi<strong>on</strong>. In this regard the participati<strong>on</strong> of the EU itself in such<br />
celebrati<strong>on</strong>s is taken as a sign of support for diversity in sexual orientati<strong>on</strong>. Such was the<br />
case in the 2005 Amsterdam Canal Parade where a ‘For Diversity. Against<br />
<str<strong>on</strong>g>Discriminati<strong>on</strong></str<strong>on</strong>g>’ boat participated as part of the European Commissi<strong>on</strong>’s campaign <strong>on</strong><br />
n<strong>on</strong>-discriminati<strong>on</strong>. 123 In recent years, however, some events have attracted<br />
c<strong>on</strong>siderable negative attenti<strong>on</strong> in various EU Member States, <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>troversy over<br />
certain Pride celebrati<strong>on</strong>s have become indicative of the centrality of homosexuality as a<br />
political issue.<br />
There are several c<strong>on</strong>cerns related to some Member States’ reacti<strong>on</strong>s to Pride events in<br />
recent years: the failure of some authorities to guarantee the right to assemble for LGBT<br />
pers<strong>on</strong>s, the failure to guarantee LGBT pers<strong>on</strong>s protecti<strong>on</strong> from counter-dem<strong>on</strong>strators<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> the actual use of public LGBT dem<strong>on</strong>strati<strong>on</strong>s by political or religious figures to<br />
encourage anti-LGBT attitudes <str<strong>on</strong>g>and</str<strong>on</strong>g> acti<strong>on</strong>s.<br />
