judicial rulings or significant laws passed by Parliament, <str<strong>on</strong>g>and</str<strong>on</strong>g> that homophobic<br />
representati<strong>on</strong>s are rare. The Swedish country report also noted that media are giving a<br />
more accurate picture of the diversity within the LGBT community, while in Lithuania, the<br />
coverage of serious LGBT topics has increased in recent years. 332<br />
Good practice: In Denmark, the Public Service C<strong>on</strong>tract between the Minister of Culture<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> Danmarks Radio (Danish Broadcasting Corporati<strong>on</strong>) sets an explicit goal to reflect<br />
diversity <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>tains an anti-discriminati<strong>on</strong> clause with reference to LGBT<br />
representati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> issues: 'DR shall offer a broad societal coverage of Denmark <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
thus reflect the diversity of culture, outlook <strong>on</strong> life <str<strong>on</strong>g>and</str<strong>on</strong>g> living c<strong>on</strong>diti<strong>on</strong>s found in different<br />
parts of the country […] The programs must not in any way incite hatred <strong>on</strong> grounds of<br />
race, gender, religi<strong>on</strong>, nati<strong>on</strong>ality or sexual orientati<strong>on</strong>.' 333<br />
The presence of visible positive LGBT role models in the media is clearly very important.<br />
Such role models are increasingly prevalent in some Member States, both from the<br />
political <str<strong>on</strong>g>and</str<strong>on</strong>g> cultural sphere. An illustrative example is the case of the Mayor of Berlin,<br />
Klaus Wowereit, for example, who also served as President of the German Parliament in<br />
2001/02. His well known public statement was: 'I am gay—<str<strong>on</strong>g>and</str<strong>on</strong>g> that’s fine!' ('Ich bin<br />
Schwul – und das ist gut so!).<br />
In Greece, LGBT groups str<strong>on</strong>gly protested a ruling of the Nati<strong>on</strong>al Council of Radio <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
Televisi<strong>on</strong>, the country’s independent public authority, imposing a 100,000 Euro fine <strong>on</strong><br />
Mega Channel, a major televisi<strong>on</strong> channel for showing two male characters kissing <strong>on</strong> a<br />
popular TV serial. In December 2006, the country's supreme administrative court<br />
annulled this decisi<strong>on</strong> ruling that the fine was unc<strong>on</strong>stituti<strong>on</strong>al, since the scene simply<br />
reflected the ‘social reality of <strong>on</strong>e social group, am<strong>on</strong>g many that make up an open <str<strong>on</strong>g>and</str<strong>on</strong>g><br />
democratic society, whose sexual preferences are not to be c<strong>on</strong>demned’.<br />
At the EU-level, initiatives such as the European Commissi<strong>on</strong>’s collaborati<strong>on</strong> with the<br />
music channel MTV including an advertisement spot, a Creative Competiti<strong>on</strong>, targeting<br />
younger audiences in relati<strong>on</strong> to race discriminati<strong>on</strong>, as well as the annual journalist<br />
award which rewards journalists who c<strong>on</strong>tribute to a better underst<str<strong>on</strong>g>and</str<strong>on</strong>g>ing of diversity<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> problems of discriminati<strong>on</strong>, represent valuable measures in both using the media to<br />
change public attitudes <str<strong>on</strong>g>and</str<strong>on</strong>g> encouraging those working in the media to re-examine their<br />
portrayal of those bel<strong>on</strong>ging to particular social groups <str<strong>on</strong>g>and</str<strong>on</strong>g> minorities. 334<br />
