usually young men in groups. In recent years there have been several accounts of<br />
deadly assaults <strong>on</strong> transgender pers<strong>on</strong>s.<br />
Underreporting is a key feature of homophobic <str<strong>on</strong>g>and</str<strong>on</strong>g> transphobic crime, like in other forms<br />
of hate crime. Most Member States lack the necessary tools for reporting such incidents<br />
to the police, such as self-reporting forms or third party <str<strong>on</strong>g>and</str<strong>on</strong>g> assisted reporting. Police<br />
officers in most Member States are not adequately trained to identify <str<strong>on</strong>g>and</str<strong>on</strong>g> deal with hate<br />
crime. Underreporting is also explained by the reluctance of most LGBT victims to<br />
disclose their sexual identity, often because authorities are not sensitive to their situati<strong>on</strong><br />
or because they are not trained to deal with such incidents in support of the victim.<br />
Underreporting is a serious problem because it results in official figures that do not<br />
reveal the real extent of the problem. Additi<strong>on</strong>ally, across the EU there is little research<br />
<strong>on</strong> the numbers, character, perpetrators or victims of homophobic or transphobic hate<br />
crimes.<br />
Attacks <strong>on</strong> LGBT venues are a problem in some Member States. LGBT NGO premises<br />
have been v<str<strong>on</strong>g>and</str<strong>on</strong>g>alised, <str<strong>on</strong>g>and</str<strong>on</strong>g> other meeting places have been burnt down or the clientele<br />
seriously harassed or assaulted.<br />
Hate speech against LGBT pers<strong>on</strong>s takes place, am<strong>on</strong>g other c<strong>on</strong>texts, in political<br />
debates c<strong>on</strong>cerning LGBT rights or during counter-dem<strong>on</strong>strati<strong>on</strong>s at public LGBT<br />
events such as Pride. Homophobic statements by political <str<strong>on</strong>g>and</str<strong>on</strong>g> religious figures appear in<br />
the media. In such statements, LGBT pers<strong>on</strong>s are often depicted as unnatural, diseased,<br />
deviant, linked to crime, immoral or socially destabilising.<br />
The Internet, as platform for the publicati<strong>on</strong> of hate speech, is an area of particular<br />
c<strong>on</strong>cern. During the fieldwork research LGBT NGOs <str<strong>on</strong>g>and</str<strong>on</strong>g> Nati<strong>on</strong>al Equality Bodies<br />
stressed that, due to the nature of the internet, perpetrators are not easily found or<br />
prosecuted.<br />
Freedom of Assembly<br />
LGBT pers<strong>on</strong>s have exercised their right to freedom of assembly when fighting<br />
homophobia <str<strong>on</strong>g>and</str<strong>on</strong>g> campaigning for LGBT rights - most notably during Pride Parades or<br />
similar gatherings <str<strong>on</strong>g>and</str<strong>on</strong>g> events. In recent years, bans or administrative impediments<br />
created problems to the organisati<strong>on</strong> of lawful, peaceful LGBT dem<strong>on</strong>strati<strong>on</strong>s in<br />
Est<strong>on</strong>ia, Latvia, Lithuania, Pol<str<strong>on</strong>g>and</str<strong>on</strong>g>, Romania <str<strong>on</strong>g>and</str<strong>on</strong>g> Bulgaria, although, with the excepti<strong>on</strong><br />
of Lithuania, LGBT NGOs subsequently managed to carry out the events in those<br />
Member States.<br />
In some Member States, public authorities have not been able, or willing, to ensure the<br />
safety of participants in LGBT dem<strong>on</strong>strati<strong>on</strong>s from attacks by counter-dem<strong>on</strong>strators.<br />
