also answered that they did not have any openly LGBT people in their associati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

did not have a policy or an acti<strong>on</strong> plan <strong>on</strong> the matter.<br />

In the United Kingdom the LGBT NGO St<strong>on</strong>ewall suggested that efforts to combat<br />

homophobia in sport settings have gained little attenti<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> that combating racism in<br />

football was given priority when targeting equality <str<strong>on</strong>g>and</str<strong>on</strong>g> discriminati<strong>on</strong> in professi<strong>on</strong>al<br />

football. 309<br />

In 2003 the Council of Europe's Parliamentary Assembly addressed the issue of<br />

homophobia in sports: 'The Assembly believes that homophobia in sport, both am<strong>on</strong>g<br />

participants <str<strong>on</strong>g>and</str<strong>on</strong>g> in their relati<strong>on</strong>s with spectators, should be combated <strong>on</strong> the same<br />

grounds as racism <str<strong>on</strong>g>and</str<strong>on</strong>g> other forms of discriminati<strong>on</strong>.' 310<br />

Certain initiatives supported by the European Commissi<strong>on</strong>’s PROGRESS programme<br />

could c<strong>on</strong>tribute significantly in changing attitudes in sport. Examples include the ‘Run<br />

for Diversity’ campaign which allows runners in particular marath<strong>on</strong>s to wear EU antidiscriminati<strong>on</strong><br />

sports apparel to promote awareness of <str<strong>on</strong>g>and</str<strong>on</strong>g> express their feelings against<br />

discriminati<strong>on</strong>. 311<br />

Good practice: Partnerships developing educati<strong>on</strong> programmes: From 2007 The<br />

Swedish Federati<strong>on</strong> for Lesbian, Gay, Bisexual <str<strong>on</strong>g>and</str<strong>on</strong>g> Transgender Rights (RFSL) <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

HomO [the Ombudsman against <str<strong>on</strong>g>Discriminati<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> grounds of Sexual Orientati<strong>on</strong><br />

<str<strong>on</strong>g>Discriminati<strong>on</strong></str<strong>on</strong>g>] have worked <strong>on</strong> a project with the Riksidrottsförbundet [Nati<strong>on</strong>al Sporting<br />

Federati<strong>on</strong>] <str<strong>on</strong>g>and</str<strong>on</strong>g> SISU, an educati<strong>on</strong> organisati<strong>on</strong> within sport. The project aims to<br />

educate coaches <strong>on</strong> LGBT issues. RFSL <str<strong>on</strong>g>and</str<strong>on</strong>g> SISU plan to develop educati<strong>on</strong><br />

programmes <str<strong>on</strong>g>and</str<strong>on</strong>g> offer them to sports clubs. Meanwhile, Riksidrottsförbundet is<br />

designing <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>ducting studies <strong>on</strong> LGBT issues in sports. 312<br />

Good practice: Cooperati<strong>on</strong> between sports clubs <str<strong>on</strong>g>and</str<strong>on</strong>g> human rights organisati<strong>on</strong>s: It<br />

was discovered through interviews that in France, the football club Paris Saint Germain<br />

is cooperating with the gay football club Paris Foot Gay <str<strong>on</strong>g>and</str<strong>on</strong>g> Ligue Internati<strong>on</strong>ale C<strong>on</strong>tre<br />

le Racisme et l'Antisémitisme [The Internati<strong>on</strong>al League against Racism <str<strong>on</strong>g>and</str<strong>on</strong>g> Anti-<br />

Semitism] to develop a policy <strong>on</strong> preventing <str<strong>on</strong>g>and</str<strong>on</strong>g> combating discriminati<strong>on</strong>, with a focus<br />

<strong>on</strong> homophobia. 313<br />
